STATUS OF PERMIT:
Active; Life-of-Site Permit to Operate (PTO) 6709-MSWLF-1997 Onslow County Subtitle D Landfill Phases I-IV
and 6705-LCID-1991 Onslow County Landfill LCID Unit issued 16 October 2017. Life-of-site ends when the Facility
reaches its final permitted elevations or by 31 December 2057. Any significant site changes may require permit
modification. The owner or operator must contact the North Carolina Department of Environmental Quality, Division
of Waste Management, Solid Waste Section for coordination of significant site changes, including, but not limited to,
pertinent Site, Operation, and Waste Screening plans.

PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review.

STATUS OF PAST NOTED VIOLATIONS:
None applicable

OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.

ADDITIONAL COMMENTS:
1) This Facility is a Municipal Solid Waste Landfill with a separate Land-Clearing and Inert Debris (LCID)

landfill, a white goods management area, a scrap tire collection area, an electronics recycling area, and a
pallet collection/grinding area.
2) This Facility is permitted to receive all Municipal Solid Waste, Construction & Demolition Waste, Yard
Waste, Land-clearing Debris, Scrap Tires, and White Goods generated within Onslow County.
3) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the facility entrance.
4) The Facility is secured by means of a locked gate at the Facility entrance.
5) The hours of operation are Monday through Saturday 6:30 AM to 5:00 PM. Three Holidays are observed:
New Year’s Day, Thanksgiving Day, and Christmas Day.
6) The Facility access roads are of all-weather construction and are well maintained at this time.
7) The leachate collection system cleanouts are highly visible, readily accessible, protected, and well-maintained
at this time.
8) Leachate is treated and stored in on-site leachate containment tanks until pumped via force main to the City of
Jacksonville Wastewater Treatment Plant.
9) Landfill Gas (LFG) is collected and plumbed to the on-site Enerdyne Power Systems LFG-to-Energy plant.
10) The LFG-to-Energy plant was in operation during this Facility Compliance Inspection.
11) This Facility maintains a separate area with roll-off containers for use by residential customers. This area is
well maintained with no overflow or windblown debris observed during this Facility Compliance Inspection.
12) This Facility is currently operating in Phase IV.
13) This Facility uses Posi-shell as an alternative daily cover material. The alternative daily cover material
appears to be correctly applied at this time.
14) The active working face was reviewed during this Facility Compliance Inspection. The working face is being
maintained in a compact and manageable size.
15) The waste type being disposed was reviewed. The waste type at the working face was MSW only and no
unpermitted materials were observed.
16) Windblown debris is collected and returned to the working face throughout the workday.
17) Windblown debris is being well managed at this time.
18) The western and northern sideslopes of Phase IV are in the process of being repaired and re-graded. *Please
continue working to properly maintain all outside slopes and to establish and maintain a cover crop suitable to
prevent erosion of your landfill cap system.
19) Work is ongoing to repair erosion on the outside slopes of Phase III. *Please continue working to establish
and maintain a cover crop suitable to prevent erosion of your landfill cap system.
20) The inactive areas of the landfill are maintained with a cover crop of native warm season type grasses.
21) The landfill cover crop is mowed throughout the year as needed.
22) No off-site erosion was observed during this Facility Compliance Inspection.
23) The metal recycling area was reviewed during this Facility Compliance Inspection. All refrigerant containing
white goods are maintained in an upright position until the refrigerant is properly removed/collected.

24) All scrap tires are placed directly into covered trailers upon receipt.
25) *Corrective measures are required as a result of this Facility Compliance Inspection Report.
