Avery County Closed MSW Landfill (Permit No. 06-01)

Dear Ms. Drummond:
On behalf of Avery County (County), Smith Gardner, Inc. (S+G) is pleased to present this
report regarding the operation and maintenance (0&M) of the Avery County Closed MSW
Landfill (Permit No. 06-011 Landfill Gas Collection and Control System (LFGCCS), and the
perimeter monitoring probes for May 2020. Site details are provided below.
SITE HISTORY
The Avery County Closed MSW landfill is located approximately 0.6 miles southeast of the
intersection of Highway 19 and Brushy Creek Mountain Road next to the Avery County Airport
and the Unimin Corporation sand mine facility. There is no active mining in the immediate
vicinity of the landfill.
The MSW landfill was operated from 1970 until it closed in 1993. The property consists of
approximately 14.4 acres, with the landfill footprint occupying approximately 9.6 acres of the
site. Landfill topography ranges in elevation from approximately 2770 ft. msl to 2670 ft. msl,
and slopes downhill toward Brushy Creek.
Landfill gas monitoring and LFGCCS maintenance is completed on a monthly basis due to
landfill gas concentrations detected in wells off -site.
LFG COLLECTION AND CONTROL SYSTEM MONITORING ACTIVITIES
The site has an active Landfill Gas Collection and Control System (LFGCCS) consisting of 10
landfill gas extraction wells (W-1 through W-10), HDPE piping for transmission of collected
landfill gas, a one (1) horsepower blower, a condensate trap and storage tank, a candlestick
flare, and associated valves and gauges.
Well field and flare station data are provided in the attached Table 1.

LFG Extraction Well Field
• W-1 through W-10: S+G performed methane (CH4), oxygen (02), carbon dioxide
(CO2), and pressure monitoring. Available vacuum at each wellhead across the
system was observed to range from 30 to 35 inches of water.
Flare Station
During this site visit the flare was down for maintenance to replace the ignitor, so no
flow readings at the flare were obtained. Concentrations of gases were recorded and
there appears to be an increase in oxygen concentration from what is observed in the
wellfield, to what is read at the flare. The cause of this increase will be investigated
and repaired as necessary in upcoming events.
LFG MONITORING WELL(PERIMETER) MONITORING PROGRAM
S+G performed monitoring of the perimeter LFG monitoring network during this event. The
network consists of probes P-1 through P-13 located around the facility, and in some cases,
on adjacent properties. Results indicate P-3 and P-7 had an exceedance of the LEL. Both P-
3 and P-7 are located on the landfill property, with P-3 located generally north of the landfill
and P-7 located generally southwest of the landfill. P-3 was observed to have a concentration
of methane greater than the previous month, while P-7 was observed to decrease in
concentration. The cause of the spike in P-3 is unknown but may be related to ongoing
maintenance of the LFGCCS. The concentration in this well will continue to be monitored for
any changes. Attachment 1 includes the monitoring forms with results while Attachment 2
provides a CH4 concentration graph over time for monitoring wells that have historically had
methane present. Monitoring of the current well network will continue, and data will be
reported to NCDEQ and the County.
CONCLUSIONS
In general, the landfill gas extraction system continues to operate nominally. S+G will
continue to monitor the methane concentrations at the site monthly, and advise the County
on repairs required to maintain an effective collection system.
