Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT Mecklenburg County Land Use and Environmental Services Agency Solid Waste Division The items) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: Landfill Inspection 1. Lockable security gate was observed at facility entrance. Observed signage at entrance providing permit number, emergency contact information, and prohibited materials. 2. The facility is permitted to receive approved solid waste from Mecklenburg County and contiguous counties. The facility was open and accepting waste during this inspection. 3. Scale house operators were present and screening incoming loads. 4. Working face was kept under the permitted '/z acre. An adequate supply of cover material was available on site. Closed cells appear to be adequately covered. No exposed waste was observed. 5. 3:1 slopes are maintained with established and/or newly planted vegetative cover for slope stabilization. 5. No fugitive dust was observed during the inspection. No odors or vector nuisances were present. 8. No unpennitted waste was observed during inspection. 9. Recoverable wastes such as scrap metal and pallets are pulled from waste and separately stockpiled. 10. No standing water was observed in contact with waste during inspection. Water appeared to be properly diverted away from the landfill. 11. Groundwater monitoring wells are visibly marked and accessible throughout the site. 12. An inspection of the closed phase 1 of the landfill was performed. Vegetative cover is well established. Stormwater and erosion control devices appear to be in good condition and in working order. Water is properly diverted into stormwater basins. 13. Permit Modification Amendment regarding the Infill Expansion was submitted 09/01/17. The application is currently under review. Observed waste screening logs of both accepted and rejected loads and materials. Screenings are preformed multiple times a day. 2. Daily cover logs are maintained and stored in the facility manager's office. Cover is applied more often than the weekly requirement. 3. Groundwater, surface water and landfill gas monitoring occur per approved plans, and reports are submitted to NCDEQ Solid Waste Section. 4. The Facility Annual Report for FYI 8/19 was observed and submitted to NCDEQ. 5. Operator training certifications maintained include: Roger Barnes —SWANA Manager of Landfill Operations (expires Apri130, 2020) (Class delayed due to COVID) Brian Whitby — SWANA Landfill Operations Specialist (expires July 3, 2022) & Certified Transfer Station Operations Specialist (Expires December 6, 2021) John Canup —SWANA Certified Landfill Operations Specialist (expires December 5, 2021) Heather Hyman — SWANA Certified Landfill Operations Specialist (Expires March 13, 2023) Please contact me if you have any questions or concerns regarding this inspection report.
