with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalTy of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. Observed signage displaying permit number and emergency contact information at facility entrance. Security gate
was operational and can be locked during non -business hours.
Z. Scale house attendants were present and observing incoming and outgoing loads.
3. Operator training certifications include the following. Randy stated that he has been unable to renew due to class
cancelations caused by COVID-19.

4.. The area behind the capped push wall is kept clean. Observed some dust buildup and styrofoam pieces, which
Randy stated would be cleaned out.

Truck Emptying Leachate Prior to Exiting
5. Leachate collection drains were in working order. Leachate is gravity fed through two solids separation tanks and
an oil -water separation tank before being pumped to the city's sanitary sewer system. Leachate is properly
diverted into floor drains.
5. Observed excess water being emptied from truck prior to exiting through bay doors.
7. A deodorizing system is utilized inside the facility. A carbon filtration system is implemented into the leachate
oil -water separation tank to reduce associated odors. Slight odors were detected inside of the facility, but there
were no odors outside of the building.
8. No windblown debris was observed on site. The property is kept clean, and free of vector nuisances.
9. Transferred waste and recycled waste tonnage is recorded and included in Facility Annual Report. FYI 8/19 report
has been submitted to NCDEQ.

Recoverable material is separated from MSW on the tipping floor. MSW is loaded into a transfer trailer, weighed,
and transported to Anson County landfill.
Tipping floor and concrete pad are well maintained in a clean, sanitary condition.
