(ELMSS), on behalf of BASF Corporation, herein submits an electronic copy of the Semi -Annual Compliance Monitoring Report for the above -referenced site. This letter report presents results of sampling activities conducted on April 5, 2020. The approved groundwater monitoring network consists of MW-3, MW-4R, MW-5 and background well MW-6. The monitoring network also includes surface water sample locations (SW-1 and DW-2) in Hominy Creek. In a letter dated November 4, 2010, the North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Section requested the collection of an additional surface water sample from a seep area at the site in conjunction with the semi-annual groundwater sampling events for a minimum of 5 years. Sampling results for the monitoring wells, surface water samples and surface seep (Seep-1) are discussed below. In addition to the groundwater and surface water samples outlined above, 9 landfill gas monitoring wells (LG-2 through LG-10 installed at the site in May 2010) were monitored on December 21, 2019 and March 8, 2020 during this reporting period. While 10 wells have been sampled historically, LG-1 was destroyed at an unknown time by road construction activities performed between March 2019 and June 2019. Neither BASF nor ELMSS were contacted regarding this incident. Gas monitoring results are also discussed below. FIELD ACTIVITIES Field Investigation methods for this groundwater monitoring event were conducted in accordance with industry standards and the U.S. Environmental Protection Agency (EPA) Region IV Field Branch's Quality System and Technical Procedures. Groundwater samples from the site were collected on April 5, 2020 using low -flow techniques with a peristaltic pump. Water levels were measured at each well prior to sampling using a Heron Instruments Dipper-T water level meter and are presented on Table 1. Monitoring well purging was accomplished by using a variable speed peristaltic pump with the pumping rate adjustable to equal the approximate recharge rate of the well. Indicator parameters of pH, temperature, specific conductivity, turbidity, dissolved oxygen and oxidation-reduction potential (ORP) were measured regularly during purging with a Horiba U- 52 water quality meter until the measured values stabilized. This `low -flow' method targets the collection of groundwater samples that have the least total suspended solid count obtainable without filtering in the field, thus giving a more accurate indication of dissolved constituents present in the aquifer. Groundwater sample collection record sheets are provided in Appendix A. Two of the groundwater monitoring wells (MW-3 and MW-6) were altered between the October 2016 and April 2017 monitoring events and have therefore not been sampled since October 2016. The total depth for MW-3 was originally 30.16 feet below top of casing (btoc) and was 41.10 feet btoc as measured during the October 2016 monitoring event. The total depth for MW-6 was originally 41.18 feet btoc and was 22.20 feet btoc as measured during the October 2016 monitoring event. The alterations to these wells were presumably conducted during site grading operations at the time of damage. Neither BASF nor ELMSS were contacted regarding any modifications to these wells. Top of casing elevations are currently unknown for groundwater monitoring wells MW- 3 and MW-6 due to the well alterations. Therefore, no potentiometric contour map was created for this groundwater monitoring event. Relative groundwater elevations for MW-4R and MW-5 as measured on April 5, 2020 are shown on Figure 1. Surface water samples were collected directly from Hominy Creek by filling pre -preserved laboratory sample containers. The seep sample (Seep-1) was collected from a 4-inch pipe located at the base of the seep area. Surface water sample locations are shown on Figure 2. Water quality parameters for the monitoring wells, surface water locations and seep at the time of sampling are presented on Table 2. As noted above, 9 landfill gas monitoring wells (LG-2 through LG-10) were sampled on December 21, 2019 and March 8, 2020. LG-1 was destroyed at an unknown time by road construction activities performed between March 2019 and June 2019. Landfill gas monitoring well locations are presented on Figure 3. Landfill gas sample collection record sheets are provided in Appendix B. SAMPLING RESULTS Eurofins Lancaster Laboratories in Lancaster, PA (a North Carolina certified laboratory) analyzed the groundwater and surface water samples for Appendix I volatile organic compounds (VOCs) by EPA Method 8260D, Appendix I metals by EPA Methods 602013, mercury by EPA Method 7470A, sulfate by EPA Method 300.0 and total dissolved solids by SM 2540C-2011. Groundwater samples were only collected from monitoring wells MW-4R and MW-5 due to the aforementioned alterations to groundwater monitoring wells MW-3 and MW-6 discussed above. Surface water samples were collected from Hominy Creek in upgradient location SW-1 and downgradient location DW-2, as well as the seep location (Seep-1). The surface seep sample was only analyzed for Appendix I VOCs. A copy of the analytical report is presented in Appendix C. For data analysis, groundwater monitoring well results were compared to the 15A NCAC 2L Groundwater Standards (21- standard), the regulatory basis established to determine groundwater quality. Surface water results were compared to 15A NCAC 213 Surface Water Standards for Class C waters. No organic constituents were detected above laboratory method reporting limits in any of the groundwater monitoring wells or surface water samples during the April 2020 monitoring event. Only monitoring well MW-5 had inorganic (cobalt, iron, manganese and sulfate) concentrations that exceeded their respective 2L standards. No other inorganic analyte concentrations detected in the groundwater or surface water samples exceeded their respective standards. Detections are discussed below. Analytical results are summarized on Table 3. Cobalt was detected in MW-5 at a concentration of 0.021 milligrams per liter (mg/L) exceeding its 2L standard of 0.001 mg/L. This concentration is almost identical as the previous (October 2019) sampling event (0.024 mg/L) and on the same order of magnitude as the April 2019 sampling event (0.015 mg/L). Sulfate was detected in MW-5 at a concentration of 276 mg/L exceeding its 2L standard of 250 mg/L. This concentration is on the same order of magnitude as the previous sampling events (October 2019 and April 2018) which exhibited concentrations of 318 mg/L and 245 mg/L, respectively. Iron was detected in MW-5 at 25.6 mg/L (21- standard of 0.3 mg/L) and manganese was detected at 17.8 mg/L (21- standard of 0.05 mg/L). Neither of these inorganic compounds were detected previously in October 2019 and April 2019 at concentrations above their respective 2L standard. Landfill gas well sample results indicated all sampled gas wells exhibited 0% LEL for the December and March monitoring events. The action limit for methane is >_5% CH4 by volume. Current and historical landfill gas sampling data are summarized on Table 4. The following summarizes results and observations obtained during this reporting period: 3 Ms. Jaclynne Drummond Former BASF Closed Industrial Landfill (11-02) Compliance Monitoring Report July 2, 2020 • Groundwater samples were not collected from MW-3 and MW-6, nor have these wells been sampled since October 2016, due to unauthorized well modifications. • Cobalt was detected in one monitoring well (MW-5) at a concentration of 0.021 mg/L which exceeded its 2L standard of 0.001 mg/L. It should be noted that historical background soil samples were collected during the initial seep investigation (adjacent to MW-5) in 2010 to assess naturally occurring site conditions. Results from the study included detection of cobalt at a maximum concentration of 9.34 milligrams per kilogram (mg/kg). The NCDEQ - Inactive Hazardous Sites Branch (IHSB) has established a soil cleanup level protective of groundwater for cobalt at 0.9 mg/kg (December 2019). Oxidation Reduction Potential (ORP) measurements in MW-5 indicated the presence of a reducing environment potentially mobilizing background metals from soils. Some, if not all, of the cobalt detected during monitoring may be due to mobilization of background metals from soil. • Sulfate was detected in MW-5 at a concentration of 276 mg/L which exceeded its 2L standard of 250 mg/L. This concentration is on the same order of magnitude as the previous sampling events (October 2019 at 318 mg/L and April 2019 at 245 mg/L). • Iron was detected in MW-5 at 25.6 mg/L (2L standard of 0.3 mg/L) and manganese was detected at 17.8 mg/L (2L standard of 0.05 mg/L). Neither of these inorganic compounds were detected previously in October 2019 and April 2019 at concentrations above their respective 2L standard. • Landfill gas sampling was not performed at LG-1 due to its unauthorized destruction, likely from road construction activities between March and June 2019. All remaining landfill gas wells were sampled and exhibited 0% LEL at the December 2019 and March 2020 compliance sampling events for this reporting period.
