While the County finalizes the plans for these repairs, they continue to monitor groundwater at the Southern Unit for the parameters identified in Appendix I of 40 CFR Part 258 plus 1,4-dioxane on a semi-annual basis and for the parameters listed in 40 CFR Part 258 Appendix II on an annual basis. Over the last 20 years, very few of the constituents unique to Appendix II have been detected in groundwater down -gradient of the Southern Unit, and none of the constituents unique to Appendix II have been detected at or above the approved groundwater protection standards since 2014. Based on the lack of detections, Groundwater Management Associates, Inc. (GMA), on behalf of Pitt County, requests that the NC SWS allow a reduction in sampling frequency for Appendix II constituents at the Southern landfill unit. Specifically, we request that the NC Solid Waste Section allow the County to sample for Appendix II constituents on a biennial basis with the next scheduled Appendix II sampling event occurring during July 2022. This request is made in accordance with 15A NCAC 13B .1634. Pitt County only requests to reduce the sampling frequency for Appendix II constituents and will continue to sample the Southern Unit for Appendix I parameters (which includes benzene) and for 1,4-dioxane on a semi-annual basis.
