Transfer Station was issued to Alexander County on February 20, 2017. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a Construction and Demolition Landfill located on top of a closed MSW landfill. 2. The facility is permitted to receive solid waste generated within Alexander County only. 3. A gate was located at the entrance to the facility to prevent unauthorized access. 4. The facility had proper signage. A new sign was recently installed at the entrance to the facility. Records Review: 5. The Permit to Operate and Operations Plan were current and available upon request. 6. Waste tonnage reports were reviewed for July 2019 through May 2020. The facility received 4,615.85-tons of waste during this time. 7. Groundwater and surface water monitoring was being performed semiannually as required. First semiannual monitoring results for 2019 (performed June 18-20, 2019) and 2nd semiannual monitoring results for 2019 (performed December 16-19, 2019) were verified. 8. Methane and hydrogen sulfide monitoring was being performed quarterly as required. Monitoring reports for events performed on 6/14/19, 9/18/19, 12/9/19, 3/6/20, and 6/16/20 were verified. No exceedences above applicable standards were observed. 9. A soil cover log was being maintained. The log documented the date and number of loads of soil placed on the landfill. 10. Landfill Operations Specialist Certifications: x Freddy Mitchell (expires 3/27/22) x R.D. Story (expires 2/13/24) Operations Inspection of the CDLF: 11. Waste was being placed in Phase 2 at the time of inspection. 12. The working face was well controlled and less than one-half acre in size. 13. No unacceptable waste streams were observed. 14. Good earthen cover had been provided on inactive portions of the landfill. 15. Windblown waste was well controlled. 16. Vegetation on side slopes was much improved since the last inspection. Continue efforts to stabilize all exterior slopes as activities cease in those areas. 17. A wet area was observed at the northwest corner of the landfill adjacent to an existing utility pole. Mr. Mitchell explained that he was in the process of addressing this area and had placed two stockpiles of soil in this area to address the concern. No evidence of flow off the landfill footprint was observed. Please ensure that this area is repaired as soon as possible to prevent any leachate from leaving the footprint of the landfill.
