PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. The purpose of this site visit was to conduct a comprehensive facility inspection. 2. Apply for renewal at least 180 days before permit expires. Mr. Waters spoke with other staff at Barnhill to begin renewal process of permit during inspection. 3. Excellent sign at entrance to facility. 4. Currently has a small working face, with soil ready for cover and cones/barrels to guide traffic. 5. Side slope along entrance road needs grading to 3:1 slope and cover any exposed waste. Excavation, grading, and fill material side slopes must not exceed a ratio of three horizontal feet to one vertical foot (3:1) according to Rule 15A NCAC 13B .0565(3)(j). Solid waste must be covered with a minimum of six (6)-inch- thick of suitable soil cover or to a thickness to cover exposed wastes, whichever is greater. 6. EOW markers all visible. 7. Trees on side of the LF need to be removed. If larger than six-inch diameter, then will need to remove root ball. 8. Slopes and vegetation along sides of rest of landfill all look good, except the top of the northern cell. Currently, screening of asphalt material is done on top of northern cell of LCID. Although this is good for recycling the material and recovering soil for cover on the working face, this process doesn’t allow you to establish vegetation as stated in the permit. Either this asphalt is waste and should be covered and sloped properly, or it is not allowing the vegetative cover to be established as required for a closed cell. Please fix according to permit and address any new operational changes during permit renewal. Changes to the operations of this facility shall be submitted for approval from the Section before commencing. Cease unapproved operations and submit for review and approval. 9. Small amount of plastic, unacceptable waste, was observed at the time of this inspection. Please remove unacceptable waste as it is observed and dispose of properly. 10. Corrective measures are necessary as a result of the findings of the inspection and should be completed within 30 days’ receipt of this inspection report. Asphalt millings being screened/separated into soil and asphalt. Stop and address this with permitting, establish vegetation and ensure proper cover on previous waste according to permit.
