Box 2()()1 Raleigh., N. c. 27602-20]1 Dear Mr. Layton: Please refer to your letter dated September 23., 1982 questioning what we plan to do about the area immediatelyupgradient from the proposed fill area on the Huffman Demolition Landfill., Catawba County. We propose to start filling in that area first and fill as we come down. When the fill is completed., we plan to cut a di version ditch in virgin soil around this filled area as lined off in green on the attached map. Water would then be filtered through a rock dam s.s marked on the map. We have received permission from the owner of the upgradient property to fill in this manner and are attaching his letter. In order for a permit to be · issued for this area, the runoff fromthe area would have to be managed in a ccintrcilled way so that excessive erosion or ;~pounded water would not occur. R. 1318; Catawba County Our reinspection of the above site on August 16, 1982, revealed obvious water flow in the drainageway therein which was not. detected previously. Such flow appeared to be spring-fed; however, this could not be confirmed nor the point of emergence specifically located due to waste materials in the drainage channel. Due to the above flow, the nature of anticipated waste materials, and conditions of the site, we recommend that alternative erosion and sediment control measures be provided in addition to or in lieu of those mentioned in our memo dated June 23, 1982. A possible alternative includes a sediment basin with either a riser pipe or a rock filter dam. Proper construction and periodic mainten- ance of same is essential. Please consider the following: (1) Materials are now being dumped at the site causing pollution and erosion to the Catawba River. These materials can not be stabilized. (I have enclosed photographs to substantiate this fact.) (2) Banks, having a 2 to 1 grade are not grassed or stabilized and cause water flow problems. There is ·.a spring and creek that have been partially covered by the dump. (3) Pollution from the dump site is spilling to the surrounding area, including my property and a private community road. (4) The dump harbors rodents which feed on Mr. Floyd's horse farm and cause a real hazard for the surrounding property. (5) There is no Erosion Control Plan as required, and although your representative, Bob Apple, has witnessed misuse of the dump, we have seen no action, even after repeated calls. (6) The dump decreases the quality of the environment and the resource base. (7) Huffman Grading Company and other companies are presently dumping at the site without a permit. Contact has been made with the Soil Conservation Service, County Sanitation, the City Manager, and your office. Due to the nature of waste materials, limited area exposed, and exist- ing drainage, major erosion and sedimentation problems are not anticipated. Site B would benefit by placing additional amounts of brush (as a brush bar- rier)· along the toe of the present fill. When fill operations begin in the existing drainageway and eastern portion of the site, a terrace or diversion ditch is recommended to control runoff. Site A, likewise, may benefit from the use o.f brush barriers and diversions to control sedimen- tation and surface runoff during development. Please find enclosed marked copies of the subject sites.
