Baker – Solid Waste Supervisor John College – NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active, Life of Site Permit. Issued April 10, 2019 and Expires 12/15/2055. PURPOSE OF SITE VISIT: Comprehensive (COVID-19) Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - Facility has new Life of Site Permit. Issued April 10, 2019 and Expires 12/15/2055. 02 - Facility is permitted to receive MSW within Hertford County. 03 - MSW is transported to East Carolina Regional Landfill in Bertie County permit number 0803-MSWLF-1993. 04 - Facility has adequate signage. 05 - Facility has fencing with locking gates for security. 06 - Interior roadways are constructed of all-weather material and maintained. 07 - Permit and Operations plan were Reviewed online. 08 - Screening records onsite and reviewed. Ms. Judy held the book and turned the pages while All Covid-19 recommendations were followed. 09 - Overall tipping floor was good. 10 - White goods and scrap metal area managed well. CFC containing Items remain upright until CFC removed. 11 - Scrap tires are laced in closed top trailer. 12 - Electronics managed onsite and managed well. 13 - There is a Public Collection Center onsite and managed well. Very Clean. 14 - No grinding or turning of the yard waste has occurred. Better operation of this area is needed. Contract Grinding or purchase of Grinder/Chipper. 15 - Facility has 3 Certified Transfer Station Operations Specialist currently available. Judy M.
