Combined with 2805T-Transfer-1996 PURPOSE OF SITE VISIT: Inspection / Meeting on Dredged Material Site location. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 – This inspection / meeting on the location where the dredged material will be stored until dry enough was to ensure all parties were on the same page. 02 – This project is slated to begin in November 2020. 03 – Due to the time of the year this project is slated, the drying time will be greatly increased until a paint filter test indicates the material can be added to the landfill. 04 – The location for storage is located behind the cover material storage area and the Temporary Disaster Debris Sites. 05 – Storage of this dredged material should not impede the traffic to either site if / when needed. 06 – Also, the dredged material area is on a DEMLR Permitted Mining area for cover material per landfill staff. 07 – The Mining permit was not available for review during this inspection / meeting. 08 – John College recommended for Dare County staff to notify DEMLR for their input or restrictions if any on this permitted area. 09 – Ervin Lane discussed a second TCLP test to be conducted. 10 – It appears that there will plenty of acreage available to handle this material. 11 – Brent Johnson was going to provide minutes of the inspection / meeting also. 12 – John College, NCDEQ-DWM-SWS-FOB will monitor this process at the time it is started and provide technical assistance as needed. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
