Department of Environmental Quality Division of Waste Management, Solid Waste Section 1646 Mail Service Center, Raleigh, NC 27699-1646 (919) 707-8200 The Solid Waste Section has prepared Draft Solid Waste Permit Number 6301-CDLF-1992, allowing the Moore County Construction and Demolition Debris Landfill (CDLF) to construct new landfill Cell 6. Moore County owns and operates the CDLF unit which is located at 456 Turning Leaf Way in Aberdeen, North Carolina. The existing CDLF consists of five (5) Phases/Cells, encompassing approximately 21.7 acres within the 215-acre landfill property and has an approved gross waste disposal capacity of 1,870,000 cubic yards. Cell 6 expansion, consisting of a 5.6-acre lateral expansion (Phase 6) and two vertical expansions (Phases 7 & 8) will increase the waste disposal boundary to 27.3 acres in size and the gross capacity to 2,500,000 cubic yards. Per North Carolina General Statute 130A-294(a3)(1)b(ii) and (1)(c), the proposed Cell 6 expansion and increase of 10 percent or more in the quantity of solid waste to be disposed of in the existing CDLF requires a new permit. This draft permit reflects the request made by Moore County that increase the landfill disposal boundary and gross capacity of the landfill. This draft permit doesn’t change the landfill service area or the characteristics of acceptable waste stream of the landfill that have been approved in the previous permit. Rules require that the general public be given a 45-day period to comment on this draft permit. The comment period will begin on ##, 2020, and end at 5:00 p.m. on ##, 2020. Comments should be submitted in writing to Ming-Tai Chao, division contact, at the address listed above or via the email address ming.chao@ncdenr.gov. All data submitted by the applicant is available as part of the administrative record and may be reviewed during business hours (9 a.m. - 4 p.m., Monday-Friday, by appointment) at the Division of Waste Management, 217 West Jones Street, Raleigh, North Carolina. The administrative record, including the permit application, fact sheet, and draft permit may also be viewed online at http://portal.ncdenr.org/web/wm/sw. A public hearing has not been scheduled for this draft permit. Any person interested in a public hearing on this draft permit should notify the division contact. If sufficient interest exists, then a public hearing will be scheduled.
