(Golder) is submitting this request for the Closed and Active Subtitle D landfills at the above -referenced facility. During the December 11 - 14, 2018, March 4 - 7, 2019, September 23 - 25, 2019, and March 2 - 5, 2020, sampling events, the constituent 1,4-dioxane was analyzed for required groundwater and surface water samples as requested in the May 29, 2018, memorandum from the Solid Waste Section. As reported in our March 18, 2019, June 26, 2019, January 17, 2020, and May 4, 2020, semi-annual water quality monitoring reports, 1,4-dioxane was not present in any groundwater or surface water samples during the four events at the active Subtitle D landfill. At the closed Subtitle D landfill, 1,4-dioxane was detected at an estimate concentration in the sample from well MW-11 during the December 2018 event, but has not been detected in samples from the well during the last three monitoring events. 1,4-dioxane was also, detected in sample from MW-7, MW-8, and MW-9 during the September 2019 event, but as described in the January 17, 2020, water quality monitoring report, the detections are suspected laboratory artifacts. 1,4-dioxane was not detected in samples from MW-7, MW-8, and MW-9 during the September 2019 event. 1,4-dioxane has been detected in downstream surface water point SW-4 at concentrations below the surface water standard. Note that SW-4 is also monitored as part of the network for the closed unlined landfill and 1,4-dioxane has been detected at one or more downgradient wells for the unlined facility. Based on the results presented herein, we are respectfully requesting that 1,4-dioxane be omitted during future compliance sampling events for groundwater and surface water samples at the active Subtitle D landfill and for groundwater samples from the closed Subtitle D landfill.
