The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
Inspection of Closed MSWLF (9502-MSWLF-1984)
1. The landfill ceased accepting waste in April of 1994.
2. A gate was provided at the entrance to the facility to prevent unauthorized access.
3. Edge of waste markers consisting of steel posts were in place around the landfill.
4. The landfill cap was well maintained with native grasses.
5. Some woody vegetation and briars were observed growing on the cap of the landfill on the south and eastern
slopes. This material should be cut away to allow for thorough inspection in these areas. Mr. Potter explained that
the vegetation would be removed.
6. No areas of significant settling were observed.
7. No surface water ponding was observed on the landfill cap.
8. Multiple methane extraction wells are located on the landfill. Methane is routed to two methane powered
generator units which supply electricity to Blue Ridge Electric Company.
9. A methane flare is located on the south side of the landfill, but was not in use at the time of the inspection.
10. Quarterly landfill gas monitoring was being performed as required.
11. Semi-annual ground water monitoring was being performed as required. However, a search of the Division of
Waste Management document database could not confirm submittal of the second semiannual monitoring events
for 2014 and 2015. The subject documentation should be submitted to Elizabeth Werner, Permitting
Hydrogeologist. Ms. Werner can be reached at [phone] or [e-mail].
12. Monitoring wells were observed during the inspection with the exception of MW-14, MW-15, and MW-19.
Attention is needed for the following.
x MW-2: Some broken concrete was observed around the base of the metal well casing, but it was difficult
to determine if this was related to the concrete pad for the structure. Please investigate and make any
needed repairs.
x MW – 3: Needs a proper label. Concrete pad was broken and in need of repair.
x MW – 7: Needs a proper label.
x MW – 13: Needs proper label.
x MW – 18: Need proper label.
x It appeared that many of the concrete pads were overgrown with vegetation. Please ensure that all
concrete pads remain free of vegetation and sediment.
x Majority of monitoring points are labeled with an elevated metal plate displaying the well number.
However, a Memorandum issued by the Solid Waste Section on March 23, 2017 referencing “Permanent
and Temporary Groundwater and Landfill Gas Monitoring Wells, Piezometers, and Probes” requires all
non-water supply wells to have a permanently affixed identification plate containing the following
information:
1. Well contractor name and certification number
2. Date well completed.
3. Total depth of well
4. A warning that the well is not for water supply and that the groundwater may contain hazardous
materials.
5. Depth(s) to the top(s) and bottoms(s) of the screen(s)
6. The well identification number or name assigned by the well owner.

13. A search of facility history appears to show that the landfill ceased accepting waste in 1998.
14. The demolition landfill unit is located on the east side of the MSWLF Unit.
15. No edge of waste markers were provided along the perimeter of the landfill. Please ensure that markers are
installed to clearly delineate the limits of the waste area.
16. The landfill was overgrown with dense vegetation and trees preventing a thorough inspection. This condition can
lead to a significant risk of the landfill cap becoming compromised by up-rooted trees and plants, resulting in
increased water filtration. The presence of trees, woody plants and other excessive vegetation can also limit, if not
prevent, the inspection of the landfill for possible problems such as leachate seeps, generation of landfill gases,
erosion of the cap and movement of sediment off the site.
Therefore, it is recommended that Watauga County develop a Corrective Action Plan to address the trees and
woody vegetation on the landfill. This plan should include a schedule and plan for removal of brush and woody
undergrowth, removal of dead and diseased trees, removal of remaining trees, stump removal and subsequent
localized reconstruction of the cap, re-vegetation in compliance with applicable Rule(s), periodic visual inspection
of the landfill cap, maintenance and mowing and investigation and documentation of any damage to the cap.
