Hello David,
New NC Solid Waste compost rules went into effect November 1, 2019, that include a new permit exclusion that the
Guilford College compost site may qualify for. If the site qualifies, then a permit would no longer be required, but the
site would still have to meet state compost rules. A guidance document for the new permit exemption is attached. The
new rules can be viewed here.
I believe the Guilford College compost facility meets the conditions of the permit exemption for most things. There are
two conditions that I'm not sure about — size limitation (one acre) and maximum amount onsite at any given time (100
cubic yards).
The size exemption of maximum one acre is for the combined mixing, feedstock storage, active composting, and curing
areas; but not finished compost. Looking at the map of the site, the earth tub area and the curing area appear to be well
below the one acre, but I'm not sure about the size of the storage area for the wood waste and leaves that are stored.
The volume limit of 100 cubic yards onsite at any given time includes feedstock storage, active compost, and curing
compost, but does not include finished product. The annual report for 2019 for this site shows that 43 tons were
composted for the year, including food waste and wood waste. An approximate conversion of 100 cubic yards volume
of mixed compost would be 55 tons.
Please look at the attached guidance and let me know if you believe that your qualifies for the exemption. If it does, we
will close out the permit. You can always choose to stay permitted. If the permit is closed out now, it can be reopened
in the future.
