McDaniel Facility Management Branch Hazardous Waste Section North Carolina Department of Environmental Quality 217 West Jones Street Raleigh, North Carolina 27603 Re: Data Summary - Little Mountain Creek Quarterly Surface Water Sampling Events Badin Business Park (f/k/a Alcoa - Badin Works) Badin, North Carolina EPA ID: NCD 003 162 542 Dear Mr. McDaniel: This Data Summary is being provided to the North Carolina Department of Environmental Quality (NCDEC) as per the April 3, 2018 Revised Investigative Work Plan for the Phase 4 and 5 Corrective Measures Study, Alcoa/Badin Landfill, and Former Ball Field (Work Plan) for the Badin Business Park LLC site, formerly known as the Alcoa Badin Works facility. Specifically, this document presents a summary of analytical results from four consecutive quarterly sampling events in Little Mountain Creek per the objective to address the instream monitoring study requirements of the September 29, 2017 Final National Pollutant Discharge Elimination System (NPDES) Renewal Permit, Condition A (8). Surface water samples were collected from five locations within Little Mountain Creek; sample locations are presented on Figure 1. The first sampling event was conducted in July 2018 in conjunction with a comprehensive site investigation. Analytical results were reported in the December 5, 2018, Investigative Report for the Little Mountain Creek Area. Subsequent sampling events were performed in October 2018, January 2019, and April 2019. Constituents that were analyzed on a consistent basis during the sampling program included: • pH and Hardness; • Total Arsenic and Total Lead; • Total Fluoride; and • Total Cyanide. Analytical results, methods, comparative standard criteria, sample locations, and collection date/time for each quarterly event are listed in Tables 1 through 4. Laboratory reports and completed chain-of-custody (COC) forms for the initial sampling event were provided in the previously referenced December 5, 2018 report; analytical reports and COC forms for the second, third and fourth events are included in Appendix A. Values for pH ranged from 6.8 to 7.81 and hardness ranged from 15.4 to 39.2 milligrams per liter, with no exceedences of the 15A NCAC 2B Standards. Robert C. McDaniel Little Mountain Creek Quarterly Surface Water Sampling Events April 13, 2020 Arsenic analytical results were not reported at detectable levels above its respective method detection limit (MDL) for any of the samples. Lead analytical results were not reported at detectable at levels above its respective MDL for 23 of the 24 samples; one sample result (ABL- SW008-F005) was reported as an estimated value that was below the hardness-dependent 15A NCAC 2B Standard, however lead was not detected at a concentration above its MDL for the duplicate sample (ABL-SW008-D005) at this location. Total fluoride results for each of the 21 samples were not reported at quantifiable levels and were thus estimated at concentrations between the laboratory’s reporting limit (RL) and the MDL; all results were below the 15A NCAC 2B Standard. Total cyanide results for 22 of the 24 samples were not reported at estimated or quantifiable levels above its respective MDL. For the other two samples (ABL-SW010-F006, Quarter 2 and ABL-SW009-F008, Quarter 4), cyanide concentrations were estimated at 5.5 micrograms per liter (ug/l), and 4 ug/l, respectively. Furthermore, regarding cyanide analysis, the United States Environmental Protection Agency (EPA) has recently promulgated ASTM D7511 method as an approved method codified in 40 CFR Part 136.3, Table 1b – List of Approved Inorganic Test Procedures, for the analysis of cyanide in surface waters under the Clean Water Act. Based on extensive data acquisition at various locations over multiple years, both EPA and ASTM have concluded that distillation/colorimetric methods, such as EPA 335.4 or EPA 9012B, are susceptible to interferences primarily due to the presence of sulfides, thiosulfate and thiocyanide. Such interferences often lead to false positives or positive bias in the sample as compared to the ligand-exchange/amperometry based methods, such as ASTM D7511. Those false positive interferences are most likely magnified at estimated or quantified values closer to MDLs. Many analytical laboratories are now certified to perform ASTM D7511 as an approved method for surface water compliance monitoring; we understand that one or more laboratories are obtaining certification for this method in North Carolina.
