Pursuant to 15A NCAC 13B .0201(g) a complete permit review request for the next five-year phase of construction and/or operations is due on or before 5 September 2022. This application must comply with the rules and regulations in effect at the time of the application. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable. OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Land Clearing and Inert Debris (LCID) Landfill. 2) This Facility is recorded with the Pitt County Register of Deeds at Book #460; Page #05. 3) This Facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 74D_INSP_20200326 Page 2 of 4 uncontaminated soil, and inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt in accordance with NCGS 130-294(m). 4) This Facility is permitted to receive wastes generated within Pitt County. 5) The operating hours for this Facility are Monday through Friday from 8:00 AM to 5:00 PM. 6) Proper signage has been posted at the Facility entrance. 7) The Facility is secured by means of a locked gate at the Facility entrance. The access gate was open upon my arrival and an attendant was on-site during this Facility Compliance Inspection. 8) The Facility access road is of all-weather construction and is being maintained in overall good condition at this time. 9) Permanent, highly-visible markers delineating the permitted waste disposal boundary have been installed as required. 10) The Facility is currently maintaining one active working area which is being maintained in a compact and manageable size. 11) The active working area is being covered monthly or when it reaches 1/2 acre in size, whichever occurs first. 12) The waste type at the landfill working face was reviewed during this Facility Compliance Inspection; the waste type being disposed is LCID only and no unpermitted materials were observed during this Facility Compliance Inspection. 13) Portions of the outside slopes appear to be graded at a slope greater than 3:1. *Within thirty days of receipt of this Facility Compliance Inspection Report (FCIR), please ensure that all outside slopes have been graded at a slope not greater than 3:1. All repaired/re-slope areas should be compacted, mulched and seeded to establish a groundcover suitable to prevent erosion of your landfill cap system. 14) Overall, a cover crop of native warm season grasses has been established on the outside slopes in all inactive areas of the landfill. However, areas of sparse cover were observed throughout the landfill. *Within thirty days of receipt of this FCIR, please mulch and see all areas of sparse cover to establish a groundcover suitable to prevent erosion of your landfill cap system. 15) Small trees and other woody vegetation have been allowed to grow on the outside slopes of the landfill. *The outside slopes of the landfill should be mowed at a minimum of two times per year to prevent the grown of brush and other woody vegetation. 16) Surface water collection/diversion devices are maintained on the top lift of the landfill. These devices collect and convey surface water from the top of the landfill to the toe of the slope to prevent excessive erosion of the outside slopes. The collection/diversion devices are in need of maintenance to ensure proper operations. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 74D_INSP_20200326 Page 3 of 4 *Within thirty days of receipt of this FCIR, please remove all vegetative growth and repair any damage that would impede the efficient operation of the surface water management devices. 17) The surface water diversion downpipes on the northern outside slope of the landfill have been disconnected. The flow of diverted surface waters has eroded the landfill in these areas. *Within thirty days of receipt of this FCIR, please fill and grade all eroded areas at a slope not greater than 3:1. All repaired areas should be mulched and seeded to establish a groundcover suitable to prevent erosion of your landfill cap system. 18) This Facility maintains a separate cell adjacent to the LCID for the disposal of yard trash. This area was reviewed and no unpermitted materials were observed disposed with the yard trash during this Facility Compliance Inspection. 19) Inert materials consisting of scrap concrete and asphalt are being stockpiled on-site in an area adjacent to the landfill for later crushing and reuse in accordance with NC GS 130A-309.05. 20) The inert material storage area was reviewed and no unpermitted materials were observed disposed or staged with the inert debris. 21) The inert debris pile has recently been processed, however, no inert debris crushing/grinding operations were underway during this Facility Compliance Inspection and the grinding/crushing equipment has been removed from the site. 22) *Please note that the State rules regarding recovered materials state that for a material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or re-used within twelve months. 23) No off site erosion was observed during this Facility Compliance Inspection.
