Matthews, Interim Director July 12, 2001 Mr. Robert Allen, Director Cherokee County Solid Waste Department Cherokee County Courthouse 75 Peachtree Street Murphy, N.C. 28906 RE: Surface Water Monitoring Requirements - Cherokee County Landfills (Permit #s 20-01 & 20-02) Dear Mr. Allen: Municipal Engineering Services Company, P.A. on behalf of Cherokee County has petitioned the Solid Waste Section (Section) to modify surface water monitoring requirements at the Cherokee County lined and unlined landfills. Specifically the following modifications were requested in a June 27, 2001 letter: (1) "reduce the number of surface water monitoring locations from the current four to three and number them SW -I, SW-2, and SW-3 from upstream to downstream"; and (2) "both the new and old sites be scheduled for sampling at the same time." Based on the information supplied, the Section is in agreement that changes to surface water sampling locations are warranted. Cherokee County is hereby authorized to implement the above referenced modifications as described in the June 27, 2001 letter. The modifications will allow conservation of resources and efforts but still provide for the protection of the environment and public health. Description of current level of recycling/waste reduction activities In May 2000, Cherokee County opened the first of a planned seven staffed convenience centers to replace unattended green box sites throughout the county. We have experience a o reduction in solid waste over the unstaffed green boxes, and a significant increase in recycling at the four centers currently operating. Both Georgia and Tennessee border Cherokee County, and much of the waste deposited at the unstaffed green boxes was from out-of-state and out -of - county residents, particularly bulk waste and construction debris. After the initial reluctance to accept change, citizens have enthusiastically accepted the centers. With a limited budget, we have tried to incorporate educational programs at our centers with brochures, a traveling pesticide container trailer, and composting posters. Our attendants give dog biscuits to visitors who are accompanied by their canine companions, and children who have their seat belts buckled are offered a sucker. One of our attendants was recently profiled in a local newspaper for his efforts to educate the children and their parents about the importance of using a seat belt. While these "hand outs" are not directly related to waste reduction, they do serve a useful purpose and promote a different attitude toward trash disposal. This summer, we will offer a Veggie X-Change in a rock building that we saved from demolition at one of the convenience center sites. Many gardeners in our county grow more vegetables than they can use while others are unable to have a garden. This building will provide a location for gardeners to bring their over -abundance of vegetables to be given to people who can't have a garden or are simply in need of food. II. Description of project Our first swap shop opened in February of this year in a building salvaged in total from a county clean-up project (newspaper article enclosed). All of the fixtures for this shop and enough fixtures for several of the other shops were salvaged from an office furniture firm going out of business. Our current project is to open two (2) additional swap shops at the other convenience centers where space is available. The buildings will be constructed using material salvaged from county projects when possible, the remainder will be purchased. We already have doors and windows salvaged from a county renovation project. A solid waste employee will construct the buildings. III. Demonstration of technical and financial need The solid waste budget is one of the largest in the county, and a significant portion of the budget for the coming fiscal year will be used for the construction of the remaining convenience centers so we can continue to increase recycling and reduce solid waste. While our county government fully supports our swap shop plans, they are most concerned with allocating funds to eliminate out-of-state and out -of -county dumping at unstaffed green box sites. We hope to interest ping build future swaps ops and enlarging them as needed), but we must first have a few in operation to demonstrate their value to the community; therefore, we must look to grants for the initial funding. IV. Plans for sustaining recycling/waste reduction activities In addition to opening three (3) additional staffed convenience centers in the coming fiscal year, we plan to locate a used 45' trailer adjacent to the solid waste landfill for the collection of items, particularly construction materials (windows, doors, etc.) that cross the scales. A tremendous amount of space in the current cell is taken by construction debris, and we see a great deal of quality, re -usable material that can be salvaged and given to the public. Even though we do not yet have the trailer in place, our scale house operator frequently asks visitors to remove items before entering the dump area, and we have been storing them wherever we can for future use. The costs to sustain the swap shops will be minimal because we already have attendants employed at each location. We envision only a small utility bill for electricity, which can easily be incorporated into our convenience center and landfill budgets. V. Time frame for completing the project. The projects can be completed within approximately 30-60 days from distribution of funds. VI. Evaluation method Attendants will keep informal records of the number of people who visit the swap shops, document what is left and what is taken. They will also record in general terms what had to be discarded. Swap shops will not initially divert a remarkable amount of solid waste from the waste stream, but the success of the project will be measured by the response from citizens and what we believe will be a shift from the throw -it -away attitudes that have so negatively impacted our solid waste management efforts.
