As one of the representatives of the NC Solid Waste Section (SWS) for this Project, I would like to say to our new team players that we are welcome you to join the party. By the way please provide the SWS the contact info (name, phone #, & e-mail address) of the new Engineer & CQA consultant for future communications. After getting a chance to go over the meeting minutes, schedule, and construction drawings which are attached to you e-mail dated 03/13/2020, the SWS has several requests below: (1) According to the drawing Sheet No. 3, there is no bedrock outcrop in Cells 4 & 5, but in Cell 3B alone. WM shall provide a drawing to show the locations of soil borings or piezometers in Cells 4 & 5 and cross-sections over the project area to demonstrate that the bottom elevations/contours of the landfill liner system meet the minimum vertical separation requirement per Rule 15A NCAC 13B .1624(b)(4). The potential bedrock excavation area depicted on Sheet 3 is based on information provided in the previously-approved Engineering Plan Drawings prepared by S&ME and dated October 2015. Bedrock encountered during construction will be removed in accordance with the Contractor’s rock removal plan, which includes rock being removed to a depth of 4 feet below 2 basegrade elevations. The elevation of the rock after removal will be documented in as-built drawings, prepared by the surveyor. (2) The SWS request a hard copy of the CQA plan and Technical Specifications for this Cell 3B, 4, & 5 construction. Several revisions had been made through the past cell constructions, the SWS wants to make sure that we all have the same documents to follow. If any questions are found in the documents, all sides can discuss and reach an agreement prior to installing landfill liner. Please send the requested documents to the following address: Ming Chao Solid Waste Section, DWM 450 West Hanes Mill Road, Suite 300, Winston-Salem, NC 27105 A hard copy will be mailed to the above address.  (3) (Meeting Minutes – Item 6a) Please forward the Solid Waste Section (to Chuck & me) an electronic copy of the open burning permit for this project after Earnhardt has it (somewhere around April 15, 2020? According the info in item 6a). See attached copy of burn permit. (4) (Meeting Minutes – Item 6c.vii.) A certified written subgrade report (prepared by BLE on behalf of WM) shall be submitted to Christine for a review and approval. BLE shall notify Christine for final subgrade inspection of each completely graded cell as stated in PERMIT CONDITION NO. 11, Part I, Attachment 2 of the Permit (FID 1357256) dated August 30, 2019. A report will be submitted and notification made as required. (5) (Meeting Minutes – Item 7f.) The maximum grain size of the subgrade, at where the subgrade intimately contacts the secondary 60-mil HDPE liner, must be screened and tested. The maximum grain size shall be less than or equal to 1/2-inches or the value/size that recommended by the liner manufacturer, whoever is smaller (this will have effect on the liner material warranty). The earthen material should be tested for grain size analysis per Specification Section 31 2323.13. Structural fill will be tested as required. Test data will be included in the CQA report. Below are comments on the construction drawing set. (6) (Sheet No. 2) The “200’ waste buffer” shows on this drawing sheet. Per Rule 15A NCAC 13B .1624(3), the minimum buffer distance is 300 feet between landfill unit to all property lines. Please verify the horizontal buffer distance and make necessary correction. The 200-foot dimension is a typographical error and has been corrected in the revised drawings. (7) (Sheet No. 5) The measurement of the as-built/ surveyed thickness of 2-feet protective layer must be clearly defined. If a thickness at landfill floor area is measured based on the finished subgrade elevation, the final thickness of the protective cover shall be at 2 feet plus all geosynthetic liner thicknesses. At the 3 to 1 sloped area, the final thickness of the protective cover shall be at 2 feet which is measured perpendicular to the slope plus all geosynthetic liner thicknesses. In a nutshell, if the as-built surveyed thickness is 2 feet, then the thickness is not acceptable. Additional notes have been added to Sheet 5 of the revised drawings to clarify the requirements for thickness measurement/verification. (8) (Sheet No. 6) i. According to Specification Section 31 2323.13, the types of soil/earthen fill for the landfill project are specified at different locations and for various functions. Avoid any confusion and 3 consist with previous construction drawings, please add the soil/fill type (S-1 thru S-3) at drawing details. Types of soils have been denoted on the details on the revised drawings. ii. (Detail 2 of 6) Please confirm the 3 to 1 slope of landfill floor at Cell 3B. The grade at the Cell 3A / Cell 3B tie-in varies from 15% to 3:1 (33.3%). The detail has been revised to show the range of grades. iii. Should there be connection details of LCR piping and LDS piping between Cells 3A & 3B? A detail has been added for the tie-in to existing LCR and LDS piping. iv. (Details 2 of 8 and 6 of 8) At the tie-in area, please show the blow-up details of connections/welding (extrusion or hot-wedge welding) between the existing liners and new liners. These details have been revised to show the tie-in weld. (9) (Sheet No. 7) i. (Detail 1 of 7) What is the density (oz per yd2) of the geotextile wrapping around the gravel column. The drawings have been revised to show that the geotextile is 8 oz/sy. ii. (Detail 2 of 7) The extrusion weld HDPE boot to pipe shall be hold at that position by stainless steel clamps with Neoprene caskets. The detail has been revised to show neoprene gaskets and stainless steel clamps. iii. (Detail 2 of 7) The secondary HDPE liner shall be welded to the HDPE boot near or inside the anchor trench. Additionally, the cleanout riser shall be extended to a elevation above the stormwater flow in the adjacent ditches. The detail has been revised to show the boot welded near the anchor trench and the cleanout extended further out. iv. (Detail 3 of 7) The exterior slope (2 to 1) of the diversion berm is like a 4 to 1 slope or it is 4 to 1 slope. Please confirm. Additionally, the berm base without a “key” structure, the stormwater flow is highly possible to undercut the berm at area with soft or weak layer under strong flow rate. The exterior slope of the diversion berm is proposed as 2:1. The detail has been revised to show a key at the inside toe of berm. (10). Schedule should include the date/duration for LCR piping flushing & camera inspection and liner leak location test per NCGS 130A-295.6(h).
