Introductions – sign-in sheet attached a. Owner – Waste Management i. Mike McFeeley –District Manager ii. Susan Harrison – Project Manager iii. Don Misenheimer – Environmental Protection Manager iv. Bobby Owens – Operations Manager b. Design Engineer – Promus Engineering i. Rob Witcher c. Construction Quality Assurance - BLE i. Jonathan Usher - Construction Quality Assurance Manager d. Contractor – Earnhardt Grading i. Mark LeGrand – Construction Project Manager ii. Marc Gilbert –Site Project Manager e. Surveyor – Carolina Survey f. Liner Install - ESI g. Property Owner – Randolph County i. Paxton Arthurs – County Engineer 2. Safety a. All personnel on-site must complete WM required on-line safety training and obtain certificate of completion. b. Special guidelines related to coronavirus were distributed via email after the meeting. c. Required personal protective equipment includes hard hat, steel-toed boots, and safety vest. Equipment to be worn at all times for work performed in any area beyond the scale house. Those found to be without the required equipment will be told to leave the site. d. Contractors are responsible for the safety of their employees and must report any accidents or injuries immediately to WM onsite personnel. e. In case of site emergency, WM employees muster at shop. Contractor’s to designate a gathering place for their employees. 3. Environmental a. Mobile fuel truck to be used b. Earnhardt to maintain SPCC plan c. Use recovery system for equipment repairs to prevent spillage and onsite used fluid storage d. Notify WM immediately of any spill 4. Schedule a. Work Hours – Allowable onsite work hours are: M-Sat 6am-8pm; no Sunday activities allowed i. Earnhardt indicated they plan to work M-F 12 hours each day; Saturdays will only be used to makeup for rain delays b. Updated schedule to be provided by Earnhardt March 13, 2020 i. Based on schedule WM will order materials; pipe will be for immediate delivery to allow storm water installation 5. Site Access a. All deliveries of equipment and supplies will be made through the front gate; Earnhardt has been provided the gate code i. Carolina Cat to install parts box within next two weeks at site entrance b. All visitors, non-daily site personnel, to the site must sign-in at the scale house c. WM shop is off-limits to all contractor or CQA personnel. i. All Earnhardt employees to use their office trailer ii. BLE personnel will store all equipment in vehicle 6. Current Activities a. Earnhardt will complete clearing by next Wednesday, March 18 i. Additional small clearing area discussed near power line; clearing area will be expanded to give ESI open access to construction area ii. Currently burning debris; Earnhardt has burning permit and will complete within 30 days b. Blasting i. Drilling to begin Monday, March 16 to determine potential blast area based on resistance 1. BLE and Earnhardt to document based on field drill logs ii. Blast plan will be prepared and submitted to NCDEQ for information two weeks prior to blasting iii. All blast events to be coordinated with WM personnel to ensure notification to neighbors and County fire marshal iv. Earnhardt to install monitors in shop, at leachate tank, and powerline c. CQA i. Observe drilling beginning Monday, March 16 ii. Perform inventory of existing onsite liner materials and verify certs– GCL enclosed in liner for protection iii. Obtain extensive samples for proctors iv. Provide list of submittals to Earnhardt 1. Submittals to be provided to both BLE and Promus for review v. Provide daily reports to Rob Witcher, Mark LeGrand, Josh Earnhardt and Susan Harrison. vi. Obtain approval from Promus to use density gauge that doesn’t require isolation storage vii. Subgrade must be inspected by BLE geologist prior to placement of structural fill; minimum 72-hour notice 7. Design Clarification a. Primary and secondary leachate lines are slightly off as located by control points. i. Per Rob Witcher, place both lines in low point along the cell; ensure as-built correctly shows location b. Wells & Piezometers – all piezometers have been abandoned within the work area; wells should be clearly marked c. Piping – all piping should be debeaded to allow for camera to move smoothly d. Liner tie-in – uncovering of existing liner edge along Cells 1B, 2 and 3A should not be performed until immediately before liner installation to ensure waste is not left uncovered. Maintenance of the tie-in area is the responsibility of Earnhardt. e. Rock - as clean rock is removed following blasting, it can be placed adjacent to the onsite crusher rather than in soil stockpile. f. Subgrade surface – specification for subgrade surface are 3” < rock protrusion whether cut or structural fill g. We will be building the next three small cells, 3B, 4 & 5. Attached are the construction drawings for your information. Also attached is an aggressive construction schedule. In an effort to accelerate the construction, I hurriedly scheduled the pre-construction meeting and failed to extend an invitation to any of the DEQ officials. My apologies. The minutes of the meeting, held yesterday, are attached. As you can see, it was fairly routine in its content. While the cell area is simple, we do anticipate blasting to accelerate the excavation. The contractor is preparing a blasting plan which will be submitted to both Ming and Christine. Bunnell-Lammons, CQA consultant, has a Professional Geologist on standby to perform the necessary review and certification related to bedrock.
