Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on March 5, 2020. 2. The facility stopped receiving waste on June 30, 2008. The closure plan was received by the section on July, 1, 2008. The final landfill cap was certified as constructed in the closure plan by Jeff Bishop, P.E., Senior Project Manager, McGill Associates which received approval from NCDENR — Solid Waste Section on December 19, 2008. 3. The facility has conducted its groundwater monitoring however; the reporting has been delayed due to laboratory backlog. The facility has been in contact Solid Waste Section Hydrogeologist, Elizabeth Werner. 4. The closed facility is secured by a gate and is located adjacent to the Highlands Transfer Station (5704T- TRANSFER-2008) 5. The groundwater monitoring wells A & B were observed to be locked and clear of vegetation. The facility was in the process of replacing well identification labels at the time of inspection. 6. The landfill cap had good vegetative cover and was last mowed in the fall of 2019. A small amount of woody vegetation (briars) was observed growing along the storm water swells and need to be removed. Remove the woody vegetation from the landfill cap. 7. On July 3, 2013 a letter from the Permitting Branch requesting an explanation and support of a landfill gas investigation that was performed in April, 2011 was sent to Macon County. An explanation letter was submitted to the Permitting Section on August 26, 2013 by Macon County. The Permitting Section received a request from McGill Associates on behalf of Macon County for cessation of post -closure care and monitoring of the Highlands C&D Landfill. On September 18, 2015 the Permitting Section sent a letter to Macon County confirming that it had received the request for the cessation of post -closure care and monitoring at the Highlands C&D Landfill facility. This request continues to be under review by the Permitting Branch. Please contact me if you have any questions or concerns regarding this inspection report.
