Solid Waste Director Gloria Moseley - Administration John College - NCDEQ-DWM-SWS STATUS OF PERMIT: Active Life of Site Permit. Issued; 5/31/2019 and expires; June 09, 2058. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - This Facility has several Locking gates and fencing for security. 02 - Signage is posted and has required information. 03 - Roads are constructed off all-weather materials and are maintained. 04 - Facility is permitted to receive waste from Edgecombe, Nash, Halifax, Wilson, Martin and Pitt Counties. 05 - The Waste from this Transfer Station is permitted to be taken to The East Carolina Regional Landfill (08-03) and/or to Sampson County Disposal, LLC (82-02). 06 - This facility has 5 Certified Transfer Station Operations Specialist: Larry Moore: expires 05/25/22, Travis D. Hudson: expires 12/08/21, Dennis Cuffee, expires 05/31/22, Gloria A. Mosely: expires 10/20/20 and James Hucks, expires 05/25/22. 07 - Leachate tanks are emptied bi-monthly. Need to retain a copy of removal in records. 08 - Be sure ALL windblown trash is picked up DAILY by the end of the working day. 09 - There was windblown trash noted behind the Chain link fence behind the transfer station also. 10 - Screening records are being kept at the tipping floor breakroom. 11 - There were bags of trash hanging off the side of 1 stored trailer and 1 on the ground from another trailer. 12 - These bags should not be left on the ground during normal operating hours. 13 - No leaking leachate from stored trailers today. 14 - Not sure why the leachate troughs are being crushed by equipment as they are needed to capture leachate. 15 - Overall management has improved but still needs a bit more improvement. 16 - Digital pictures were taken during this inspection and several are attached to this report.
