Fuqua, Solid Waste Director – Caswell County Solid Waste Department STATUS OF PERMIT: Closed PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: 1. 15A NCAC 13B .0503(2)(a): Facility post closure conditions dated September 7, 1995, Condition No. 1 – Management of Landfill Gas, “The owner shall take the measures necessary to ensure that the closed site shall continue to meet the design standards for landfill gas found in Rule .0503(2)(a).” Approved facility landfill gas monitoring plan (DIN: 21306) prepared by S&ME, Inc. dated June 17, 2014, Monitoring Plan for Landfill Gas (Methane) – Section 3.3, “Monitoring of the methane monitoring wells will be conducted quarterly unless directed otherwise by the NCDENR [NCDEQ]. Methane monitoring within the former scale house building will be performed quarterly.” FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 Caswell County is in violation of 15A NCAC 13B .0503(2)(a) by not conducting methane monitoring in the first and third quarters of 2019. To achieve compliance facility shall return to quarterly methane sampling. The facility had recent changes in facility staff and Mr. Fuqua stated the facility will start quarterly sampling again. ADDITIONAL COMMENTS On February 11, 2020, Chuck Kirchner met with A.J. Fuqua to conduct post closure comprehensive inspection of the Caswell County Closed MSW Landfill on Landfill Road in Yanceyville, Caswell County. 1. The facility is a closed municipal solid waste (MSW) landfill that ceased accepting waste prior to April 9, 1994. The facility received < 100 tons/day. Closure activities were completed prior to October 1994. 2. The landfill is comprised of three fill areas: a MSW fill area (closed prior to 1988) that is ~ 2 acres, a C&D fill area (closed 1994) that is ~ 0.5 acre, and a MSW fill area (closed 1994), located between the older MSW fill area and the C&D fill area, that is ~ 8 acres. 3. There is a concrete pad for the collection of construction and demolition (C&D) debris. The C&D debris is loaded into roll-off containers that are provided by First Piedmont Waste Solutions (FPC). First Piedmont Waste Solutions hauls the containers to its landfill in Chatham, VA. 4. The facility has a MSW compactor for residential drop-off. Municipal solid waste is direct hauled to First Piedmont Transfer Station in Ringgold, VA and then to Upper Piedmont Regional Landfill (73-04) by FPC or directly to the landfill. 5. White goods and scrap metal are collected. White goods containing chlorofluorocarbons (CFCs) are removed by Jerry A. Hatchett, certification No. 04041968241969454M. Scrap metal is hauled to Foss Industrial Recycling in Caswell County. 6. Scrap tires are collected. Scrap tire certification forms are maintained by the facility. Scrap tires are placed in a scrap tire trailer provided by Central Carolina Tire Disposal, Inc. 7. The facility operates a convenience center for recyclables at the facility and has 8 other convenience centers throughout the county. 8. The facility has a temporary disaster debris staging site (TDDSS, No. DS17-001) located on the property behind the landfill area. Stored material was not observed at the TDDSS. 9. The facility has a yard waste notification (YWN, No. 17-001) located on the property. 10. The facility maintains semiannual groundwater and surface water monitoring test records conducted by S&ME, Inc. and analyzed by Pace Analytical Services, Inc. Records were verified for April 17, 2017, October 30, 2017, March 28, 2018, October 20, 2018, May 15, 2019 and November 1, 2019. An exceedance is noted for each monitoring event. 11. There are six landfill groundwater monitoring wells: one upgradient (MW-1) and five downgradient (MW-2, MW-3, MW-4, MW-5, and MW-6). The facility has affixed well tags to the outer casing of each groundwater monitoring well. 12. Quarterly methane monitoring is conducted by the facility. Mr. Fuqua stated that a landfill gas meter is rented from Pine Environmental Services LLC. 13. Methane monitoring records were verified for February 15, 2017, May 11, 2017, August 16, 2017, November 17, 2017, March 26, 2018, June 27, 2018, September 27, 2018, December 6, 2018, April 9, 2019 and October 8, 2019. Monitoring results do not indicate any methane detection. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility has two landfill gas (LFG) monitoring wells (LFG-1 and LFG-2) and uses a low static water level groundwater monitoring well (MW-1) to monitor for landfill gas. 15. There are six landfill gas vents atop the 8-acre MSW fill area, LGV-1 through LGV-6. 16. Mr. Fuqua stated that the landfill is commonly mowed twice a year. 17. There are no trees on the 1994 closed landfill cap areas. 18. The landfill cap appeared to be in good repair. 19. There was no indication of erosion or runoff. 20. Edge of waste markers have been installed. 21. The facility will call the Yanceyville Fire Department in case of emergency. 22. Notify the Solid Waste Section verbally within 24 hours and submit written notification within 15 days of any fire as discussed in the field. The facility is secured by a locked gate. 25. The facility has proper signage.
