Active, Life of Site Permit, Issued February 20, 2017. Combined with 2805T-Transfer-1996 PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – Permit to Operate was issued February 17, 2017. This Life of Site permit is written as a combination permit along with 2805T-Transfer-1996.
02 – Facility is secured by locking gates and fencing. 03 – Facility has signage with the required information. 04 – Interior roads are made of all-weather materials and maintained well. 05 – Facility is permitted to receive waste from Dare Co. Passed by the Dare Co. Commissioners on August 02, 2004. 06 – Approved waste for this facility to receive: C&D, Inert Debris, Land Clearing and Asphalt. 07 – The working face is being kept small for easier and faster cover. 08 – Cover material is being kept on the working face for quick cover in the event of high winds and/or heavy rainfall events. 09 – Facility has a large amount of cover material stockpiled on-site close to the working cell also. 10 – Windblown trash is at a minimal. Staff was picking up trash upon arrival on this un-announced inspection. 11 – Inert debris area is almost cleaned up from old materials. 12 – Incoming load tickets have required information. 13 – Miscellaneous Waste approved. Scrap tires (to be hauled to the Dare Co. Public Works Recycling Department), White Goods (removal of chlorofluorocarbon (CFC) refrigerants), Scrap Metal and Beneficial Fill.
14 – CFC removal records reviewed and are up to date. Once the CFC is removed, the items are stacked on the scrap metal pile after being marked with a red X. 15 – Facility has 5 Certified Landfill Operations Specialist: Jonathan DeWeese, expires 11/16/2021, Deborah A. Equils,
expires 6/21/2022, Thomas Tillett, expires 10/9/2022, Ashley Walston, expires 4/24/2022 and Doug Huff, expires 5/17/2021.
16 – Screening records reviewed and are up to date. 17 – Cover logs reviewed and are up to date. 18 – Groundwater monitoring records are up to date.
19 - Groundwater monitoring wells are locked and tagged with construction information on the tags on the wells inspected. 20 – Landfill gas records were available. 21 – No leachate issues observed. 22 – Landfill staff has started to fill the landfill cell from the top instead of hauling into the bottom of the cell. This is a good management decision.
23 – Currently staff is working towards having an incoming and outgoing road for traffic. 24 – A small amount of uncovered waste on a couple are in need of recovering. Mainly on traveled areas. 25 – Overall management of this facility is going well. 26 – Digital pictures were taken during this inspection and some are attached to this report.
