Permit onsite states that it will expire October 5, 2025. Pursuant to 15A NCAC 13B .0201 (e), no later than April 5, 2020, the owner or operator must submit a request to the Section for permit review and must update pertinent facility plans including, but not limited to, the facility plan, operation plan, and waste screening plans. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The purpose of this inspection was to conduct a comprehensive inspection of the transfer station, and introduce new SWS staff. 2. The facility is permitted to receive solid waste generated within Richmond County. Waste is transferred to Uwharrie Environmental Regional MSW Landfill for disposal. 3. Records reviewed included: Solid Waste Management Plan, permit, previous inspections, staff certifications and site operations plan. 4. Staff certifications - Billy Beaman Jr. expires February 26, 2022; Clayton Smith expires November 3, 2022; Lexy Thompson expires November 13, 2022. 5. Building is washed twice a year. Staff indicated that scrap pickup around tipping floor and truck bay is done every evening. Good job. 6. Fire Fighting extinguisher available on tipping floor. 7. Tipping floor concrete had no serious cracking and push walls seem to be in good shape. 8. Walk-around area, behind push walls, was clean and orderly. Good job. 9. Area around truck bay was clean and well maintained. Good job. 10. Windblown waste was well managed at time of inspection.
