The facility is a closed municipal solid waste (MSW) landfill. 2. The facility ceased operation on October 4, 1993. 3. Landfill closure encompasses a 29 acre post-1991 MSW disposal area, a 3-acre construction and demolition debris (C&D) disposal area, a 1-acre tire monofill, two asbestos disposal areas, and a 50-acre pre-1991 disposal area. 4. Facility post closure conditions were issued by the SWS, letter date July 5, 1995. The facility was issued two previous closure letters dated January 12, 1994 and March 30, 1994. 5. Edge of waste is marked by white PVC piping. Repair EOW markers that have been damaged or pushed over. 6. The facility maintains semiannual groundwater and surface water test records submitted by Buxton Environmental, Inc. and analyzed by Shealy Environmental Services, Inc. in West Columbia, SC. Records for groundwater and surface water were verified for June 30, 2017, November 30, 2017, April 11, 2018, October 30, 2018, March 28, 2019 and October 15, 2019. Each test record indicates an exceedance. 7. The facility maintains quarterly methane monitoring records conducted by Municipal Engineering Services Company (MESCO). Records for methane monitoring were verified for March 15, 2017 (1st quarter), June 8, 2017 (2nd quarter), September 18, 2017 (3rd quarter), December 14, 2017 (4th quarter), March 14, 2018 (1st quarter), June 12, 2018 (2nd quarter), September 17, 2018 (3rd quarter), December 12, 2018 (4th quarter), March 12, 2019 (1st quarter), June 5, 2019 (2nd quarter), and August 22, 2019 (3rd quarter). Monitoring results indicated detection of methane in MP-17. 8. During the inspection groundwater monitoring wells MW-1, MW-6 MW-7A and MW-7B were observed. 9. Facility shall ensure all well casings are locked. Ms. Ball stated that some of the well casing padlocks were rusted and had to be cut. New locks ordered have arrived on site and well casings will be locked again soon. 10. During the inspection landfill gas probes MP-1, MP-3, MP-8 and MP-21 were observed. 11. The landfill gas probes observed were locked and had well tags affixed. The facility has stated that all landfill gas probes contain well tags. 12. Mr. Hill stated that the landfill cap is mowed twice a year, in the spring and fall. 13. The landfill cap appeared maintained. 14. Areas of erosion and runoff were not observed. 15. The facility has added soil atop a low area of the landfill cap. The area appeared adequately graded. Stabilize this area as soon as possible as discussed in the field. 16. The post-1991 disposal area, the C&D disposal area, the tire monofill, and the asbestos disposal areas generally only contain trees around the edge of the cap/disposal area. The pre-1991 disposal area (approximately 32 acres) contains trees. Trees may have been planted as part of the pre-1991 disposal area closure process. 17. Trees atop the landfill cap are maintained and that facility staff walk the site twice a year. 18. It is suggested that signs identifying asbestos disposal areas be appropriately maintained. 19. Alamance County has a temporary disaster debris staging site (TDDSS, DS01-006) located on the property, prior to the landfill/disposal areas, on the left. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 20. The TDDSS is estimated to be ~ 4 acres. The area did not contain stored material. 21. There is a radio tower on site, prior to the disposal areas, with a small storage building/structure. 22. Alamance County has approved the use of the landfill property for beagle rabbit dog training. 23. The facility is secured by a locked gate. 24. Access roads are of all-weather construction. 25. The facility identification number is posted at the entrance. A sign with contact person and phone number, etc has been posted as requested on the December 5, 2016 facility inspection report.
