The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Cleveland County.
3. The Self-McNeilly facility accepts an average 366 tons per day.
4. The C&D Landfill accepts an average of 333 tons per day.
Operations Inspection of the MSW Landfill Unit:
5. The facility is currently working in Phase 3.
6. Established vegetation was observed on perimeter slopes of Phase 1 & 2. Observed facility staff reworking the lift
south of working face in preparation to seed and sow in the spring.
7. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
8. Working face was small and compact.
9. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover.
10. Windblown waste was being picked up during the inspection.
Records Review
11. Current copy of permit and operational plan were on file.
12. Reviewed 1st semi-annual groundwater monitoring conducted April 2019 and 2' semi-annual groundwater
monitoring conducted October 2019. Surface water and leachate monitoring reports were reviewed. Leachate
monitoring is performed semi-annually with their groundwater monitoring.
13. Methane monitoring was being performed as required. Reviewed 3rd quarter 2018, 4th quarter 2018, 1" Quarter
2019, 2' Quarter 2019, 3' Quarter 2019 and 4t' Quarter 2019.
14. Random inspection reports were reviewed. Facility staff perform an average of three (3) random inspections each
day at MSW and CDLF. Screening performed with good frequency. Good documentation of observed
unacceptable waste streams and final disposition of this waste. Records reviewed were from July 1, 2019 —
December 31, 2019.
15. Leachate is discharged by a force main to the City of Shelby WWTP. It is pumped via force main eight (8) times
every twenty-four (24) hours for a duration of thirty (30) minutes each time.

C&D Landfill Unit
17. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
18. No prohibited wastes were observed during the inspection.
19. All access roads maintained in good condition.
20. Working face less than 1/2 acre in size.
21. The facility utilizes soil for cover which is applied weekly.
22. No on -site erosion of the landfill was observed.
23. No ponding of water on the landfill was observed.
White Goods & Scrap Metal Collection Area
24. White goods and scrap metal are collected from the public at each of the County's nine convenience centers. CFC's
are removed from all white goods by Rapid Recovery at the convenience centers. Cleveland County then hauls the
white goods and scrap metal to a staging area located NW of the two leachate above ground holding tanks.
25. All metal is placed on a concrete pad.
26. Area is well maintained.
Scrap Tires
27. Scrap tires are collected and stored in U.S. Tire semi -trailers.
28. The facility accepted 1,370 tons and 1,332 tons were removed for disposal by U.S. Tire during the period of
1-1-19 to 12-31-19.
29. Area is well maintained.
Treatment of Processing Area
30. Pallets and yard waste debris maintained in separate stockpiles.
31. Observed several pallets with OSB and plywood. Facility staff will separate out before grinding occurs.
32. Area is well maintained.
Compost Area
33. Located adjacent to maintenance building.
34. Observed one finish pile.
35. Facility is currently accepting leave so no temperature records were reviewed.
