This letter report constitutes the second semi-annual sampling event for 2019. The approved monitoring well network consists of compliance wells MW-5, -7, -8A, -10, -11, and background wells CD-1s and -1d. The monitoring network also includes surface water sample locations SW-1 and -2. Field activities and sampling results for the groundwater and surface water samples are discussed below. Field Activities Groundwater and surface water samples from the Cabarrus County Unit 1 Landfill were collected on November 4-6, 2019. Groundwater samples were collected from the monitoring wells by use of disposable, laboratory decontaminated TeflonT" bailers or a QED bladder pump system using low -flow sampling techniques. Monitoring well and surface water sample locations for the Unit 1 landfill are provided on Figure 1. Groundwater elevations were measured at each well prior to sampling and are presented in Table 1. Well construction details for each monitoring well are also provided in Table 1. These groundwater elevations were used to construct potentiometric contours for this sampling event and are presented on Figure 1. After depth to groundwater was measured, each well was purged prior to sampling to provide fresh formation water within the well water column. Each purge volume was measured for pH, conductivity, turbidity, temperature, dissolved oxygen, and oxidation-reduction potential using a YSI Pro Plus multi -parameter water quality meter and Micro TPI or TPW turbidity meters. The water quality parameters at the time of sampling are presented in Table 2. Screening results are provided in Appendix A. Sampling Results Pace Analytical Services, Inc., located in Peachtree Corners, Georgia, analyzed the groundwater samples for North Carolina Appendix I volatile organic compounds (VOCs) and metals. In a letter dated May 28, 2019, the Solid Waste Section requested that all groundwater and surface water samples collected from landfills be analyzed for 1,4-dioxane after July 1, 2018. On July 1, 2019, the Solid Waste Section approved the removal of 1,4-dioxane from the sampling program for CD-1s and -1d due to two consecutive non -detect events (January and May 2019). However, samples were collected from MW-5, -7, -8A, -10, -11, and SW-1 and -2 during the November 2019 sampling event and analyzed for 1,4-dioxane due to previous detections of 1,4-dioxane during the January and May 2019 sampling events. Sample results are provided below. The analytical results were reported to the laboratory specific method detection limit (MDL) and are quantifiable at or below the method reporting limit (MRL). All monitoring wells for the Unit I Landfill had detections of analytes above the MDL but below the MRL. These detections were qualified as estimated or "J" flags. Samples collected from CD-1s, -1d, MW-5, -7, -8A, SW-1 and -2 had detections of copper that were qualified with "B" flags, indicating that the analyte was detected in the associated method blank. Additionally, samples collected from CD-1s, -1d, MW-5, -7, SW-1, and -2 had detections of zinc with "B" flags. Samples collected from SW-1 and -2 also had "B" flag detections of lead. Samples collected from SW-1 had a detection of barium with an "M1" flag, indicating that the matrix spike recovery exceeded quality control limits. The following list indicates the VOCs and metals detected above the MRL at each sampling location. No "J" flag detections are provided. Underlined analytes exceeded the 15A NCAC 02L .020 (NC 2L) Groundwater Quality Standard, Interim Maximum Allowable Concentration (IMAC), or 15A NCAC 02B or North Carolina In -Stream Target Value Surface Water Quality Standards for Class C Waters. These constituents along with their location are listed below. Antimony: MW-8A Copper: SW-2 Vanadium: CD -Is, -1d, -S, -8A, -10, and -11 A trip blank and duplicate sample were analyzed for quality control. The trip blank had a detection of methylene chloride below its NC 2L Standard. The duplicate sample, identified as DUP1, was collected from MW-7 and had similar analyte concentrations as those detected in MW-7, with the exceptions of estimated detections of antimony, chromium, and copper in samples collected from MW-7 below their respective standards. Additionally, the duplicate sample had an estimated detection of chloromethane below its NC 2L Standard. 0 Smith Ms. Jaclynne Drummond January 9, 2020 Page 4 Metals detected above the standards are likely naturally occurring based on concentrations in the background monitoring wells or are from elevated turbidity at the time of sample collection. VOCs detected above the standards in several of the compliance wells will continue to be monitored. A summary of detected constituents above the standards from the November 2019 sampling event is presented in Table 3. The laboratory analytical report is provided in Appendix A. The next semi-annual sampling event will be completed in the spring of 2020.
