1.0 INTRODUCTION
The April 28, 2017 Investigative Work Plan for the Phase 4 and 5 Corrective Measures Study,
Alcoa/Badin Landfill, and Former Ball Field (Work Plan) was developed as a guidance
document in support of sampling and investigative activities at the Badin Business Park LLC,
formerly known as the Alcoa Badin Works facility. The Work Plan was prepared following
receipt of the North Carolina Department of Environmental Quality (NCDEQ) January 23, 2017
correspondence concerning the review of Phase 4 and 5 of the Corrective Measures Study
(CMS), the Expanded Pre-CERCLIS Screening Assessment (EPSA) for the Former Ball Field,
and the Site Inspection Report (SIR) for the Alcoa/Badin Landfill. NCDEQ determined that
further evaluation was warranted and requested that a demonstration be made that identified
items had been evaluated or prepare a work plan to evaluate those items. Select items were
addressed in a March 3, 2017 written response and in a meeting with NCDEQ on March 28,
2017. On April 2, 2018, the Work Plan was revised incorporating requirements from the January
31, 2018 conditional approval letter and the instream monitoring study requirements of the
September 29, 2017 Final National Pollutant Discharge Elimination System (NPDES) Permit,
Condition A. (8.). Implementation of the Work Plan began in April 2018.
1.1 Site Overview
The facility is located on State Highway 740 within the Town of Badin, North Carolina, and
occupies approximately 123 acres of land. Production at the Badin Works facility began in 1916
and continued through 2002. Principal products once manufactured at the facility included
carbon cathodes and anodes, continuous cast sheets, and specialty metals. The facility was
permanently closed in 2010 and several buildings were razed in 2012. In 2016, the legal owner
and operator of the facility transferred from Alcoa Inc. to the Badin Business Park LLC, a
subsidiary Alcoa Corporation (Alcoa). The Alcoa/Badin Landfill and Little Mountain Creek
Area is located across Wood Street immediately south of the facility.
The facility is currently subject to Resource Conservation and Recovery Act (RCRA) Corrective
Action as a condition of an existing RCRA Permit (EPA ID: NCD 003 162 542) as issued by the
NCDEQ Division of Waste Management (DWM). As a condition of the permit, the facility is
required to identify Solid Waste Management Units (SWMUs) and Areas of Concern (AOCs),
assess the units for potential/confirmed releases, and provide remedies for those units where
releases are identified and in need of corrective measures. To date, multiple investigations and
interim measures have been completed across the facility. The RCRA Facility Investigation
report identified groundwater in three areas of the facility as needing further actions. These areas
were: groundwater at the Alcoa/Badin Landfill (SWMU No. 2); groundwater at the Old Brick
Landfill (SWMU No. 3); and groundwater at the Main Plant. More recently, the SIR for the
Alcoa/Badin Landfill identified questions warranting further investigation and constituted a
majority of the comments provided in the NCDEQ correspondence dated January 23, 2017.
The facility is additionally subject to an existing National Pollutant Discharge Elimination
System (NPDES) permit (NC0004308) as issued by the NCDEQ Division of Water Quality
(DWQ). On September 29, 2017, the DWQ issued a permit renewal for the facility which

included a request for an instream monitoring study of Little Mountain Creek. To satisfy the both
NCDEQ requests, the April 2, 2018 Work Plan outlined activities to meet NCDEQ DWM and
DWQ objectives.
1.2 Scope of Work
The approach for investigative activities was developed based on information obtained from site
reconnaissance, previous investigations, and remedial activities conducted at the facility. The
April 2, 2018 Work Plan was organized by these three tasks:
Task 1 – Alcoa/Badin Landfill
Task 2 – Main Plant Area
Task 3 – Former Ball Field Area
Assessment activities in support of Task 1 were divided into four subtasks.
Subtask 1 – Surface Water Assessment: To determine the contribution of cyanide and
fluoride compounds from the eastern drainage ditch to Little Mountain Creek and
examine the potential source of the polychlorinated biphenyls (PCBs) and polycyclic
aromatic hydrocarbons (PAHs) in and adjacent to the eastern drainage ditch, sediment
and surface water samples were collected from the Eastern Drainage Ditch. To assess the
variation on constituent levels in Little Mountain Creek as intended by the instream
monitoring study requirements of the September 29, 2017 Final NPDES Permit Renewal,
Condition A. (8.), sediment and surface water samples were collected from Little
Mountain Creek.
Subtask 2 – Hydrological Conditions Evaluation: To address the objective of assessing
the contribution of groundwater discharge to the eastern drainage ditch and evaluating the
effects of the new trench collection system on the site-wide flow system and the
constituent concentrations, an analysis of current hydrological conditions was
accomplished through monitoring water levels and constituent concentrations in several
groundwater monitoring wells and piezometers.
Subtask 3 – Geophysical Baseline Establishment: To address the objective of delineating
the linear extent of elevated constituent levels in the wetland area downgradient of the
Alcoa/Badin Landfill and monitor the effectiveness of the new trench collection system
over an extended period of time, baseline conditions were established by conducting
quarterly geophysical surveys for a period of one year.
Subtask 4 – Jurisdictional Determination: To address the objective of determining the
current jurisdictional status of the three drainage ditches (eastern, middle, and western)
and adjacent areas, a stream and wetland delineation will be conducted to classify
conditions at the base of the Alcoa/Badin Landfill. A Request for Jurisdictional
Determination summarizing the findings of the delineation has been submitted to the
United States Army Corps of Engineers (USACE).

2.0 CURRENT HYDROLOGICAL CONDITIONS
2.1 Morphology
The Alcoa/Badin Landfill was used as an unlined municipal/industrial solid-waste landfill. This
unit was positioned within a natural ravine located southeast of Wood St. extending to the east.
Municipal refuse, process material, and native fill material were used to fill the natural ravine
approximately 13 to 42 feet to the current grade.
In 1997, interim measures were completed at the landfill consisting of re-grading and cover
improvements of two additional feet of low-permeability clay and six inches of topsoil to
establish a vegetative cover. The objectives of the interim measures were to prevent surface run-
on, promote surface run-off, and reduce infiltration into the landfill. Additionally, a voluntary
monitoring of seeps identified at the base of the landfill was initiated. Historic analytical data
suggested the seeps discharged water which passed through the landfill. In June 2000, the
construction of a low-flow seep collection system was completed for combining the three seeps
into a single discharge under the facility's NPDES permit. In 2005, the discharge was eliminated
through the installation of a force main to route the seep water to a utility sewer that leads to a
Stanly County Utilities Publicly Owned Treatment Works (POTW).
Multiple fill and hydrogeological assessments were performed since 2009, including the
collection of groundwater elevation data as detailed in the October 31, 2012 Phase 3
Engineering Data Collection for the Corrective Measures Study Report (Phase 3 Report).
To better manage seep water, the previously existing three individual seep collection points were
replaced with a trench collection system and the installation of a slurry barrier wall system down
gradient of the trench in 2016. This upgrade was expected to improve overall system capture and
collection efficiency by intercepting water below grade immediately down gradient of the
landfill. The use of a below-grade collection system was designed to decrease the potential
inflow of surface storm water into the collection system during rain or flooding events. The
slurry barrier was expected to further enhance the capability of the system by mitigating water
migration from the landfill footprint toward Little Mountain Creek floodplain. In 2017 and
2019, modifications were made to the trench system to collect seeps observed on the hillside
upgradient of the 2016 collection system.
2.2 Groundwater Elevation Monitoring Program
Data logging pressure transducers were installed in selected wells in July 2018 and originally
scheduled to be monitored over the period of one year. Each data logger was set up to collect
pressure data on thirty-minute intervals. The pressure data was then converted to groundwater
elevation data, and adjusted, if necessary, due to barometric pressure fluctuations. The
groundwater elevation data was compiled and used to determine the maximum, minimum, and
median potentiometric heads observed in each well over the monitoring period. Groundwater
elevation data from individual gauging events as well as logged maximum, minimum, and

median potentiometric head data are presented in Table 2-1. Groundwater gauging locations are
presented on Figure 2-1.
Hydrographs displaying potentiometric head data as a function of time are presented in
Appendix A. Seasonal fluctuations are evident in upgradient and landfill wells; very little
seasonal variation was observed at well locations in the floodplain. The patterns of the 2018-19
hydrographs are generally consistent with patterns from data collected in 2010-11 that were
presented in Appendix I of the Phase 3 Report.
2.2.1 Comparison of Current Groundwater Level to Data to Data from 2010-11
To evaluate current conditions, groundwater elevation data collected in 2018-19 were compared
to groundwater elevation data collected during the 2010-11 investigations. Median groundwater
elevations for both periods were calculated and presented in Table 2-2.
Upland shallow wells completed in fill and soil lithologies, including MW-2, PZ-1S, and PZ-2S,
were significantly higher during the 2018-19 time period by 5.58 feet, 4.05 feet, 4.96 feet,
respectively. Upland deep wells completed in hard weathered rock and rock, including MW-1,
MW-6, PZ-1D, and PZ-2D, were also significantly higher during the 2018-19 time period by
5.96 feet, 5.14 feet, 5.59 feet, and 4.52 feet, respectively.
Within the footprint of ABL, wells completed in the municipal refuse, process material, and
native fill material, including PZ15, PZ16, and PZ17, did not show as significant a difference,
and were higher in 2018/2019 by only 0.60 feet, 1.80 feet, 2.28 feet, respectively. The increase in
the median differential trended from center of the landfill to the eastern edge, with the well
located near the eastern edge displaying higher median differential groundwater elevations
versus the center. This difference is consistent with historic investigations demonstrating that the
landfill cap is effective in reducing infiltration through capped areas.
Floodplain shallow wells, including MW-4, MW-5, and PZ-3S, did not show as significant an
increased response, and were higher in 2018/2019 by only 0.56 feet, 0.40 feet, 0.77 feet,
respectively. The floodplain deep well, PZ-3D, did not show as significant an increased
response, and were higher in 2018-2019 by only 0.52 feet.
Groundwater elevation data collected from July through October 2018 were also compared to
groundwater elevation data collected from July through October 2019. Median elevations for
both periods were calculated and presented in Table 2-3.
Upland shallow wells MW-2, PZ-1S, and PZ-2S were significantly higher during the third
quarter of 2018 time period by 5.65 feet, 5.62 feet, and 5.62 feet, respectively. Upland deep wells
completed in hard weathered rock and rock, including MW-1, MW-6, PZ-1D, and PZ-2D, were
also significantly higher during the third quarter of 2018 time period by 7.41 feet, 6.75 feet, 7.20
feet, and 6.65 feet, respectively.

Within the footprint of ABL, wells PZ15, PZ16, and PZ17 did not show as significant a
differential, and were higher in the third quarter of 2018 by only 0.04 feet, 1.43 feet, 1.71 feet,
respectively. Similar to above, the increase in the median differential trended from center of the
landfill to the eastern edge, with the well located near the eastern edge displaying higher median
differential groundwater elevations versus the center.
Floodplain shallow wells MW-3, MW-4, MW-5, and PZ-3S did not show as significant an
increased response and were higher in the third quarter of 2018 by only 0.29 feet, 2.59 feet, 0.98
feet, and 1.54 feet, respectively. The floodplain deep well, PZ-3D, did not show as significant an
increased response, and was higher in 2018 by 1.16 feet.
Groundwater elevations observed in 2018 are believed to be influenced by increased
precipitation during that year. Monthly precipitation data for the Albemarle weather station was
acquired from the National Oceanic and Atmospheric Administration. The Albemarle weather
station is located at the Stanly County Airport, located less than two (2) miles north east of the
Site.
Over the period of 1970 through 2019, the average of available data sets for recorded
precipitation for the months of July through October is approximately 16.82”. In 2010 and 2019,
the measured precipitation for the months of July through October totaled slightly below average
at 16.39” and 15.86”, respectively. In 2018, the measured precipitation for the months of July
through October totaled 30.90”, which was the highest measured in that timeframe. This
significant increase in precipitation was primarily attributed to two significant storm events,
Hurricane Florence (September 2018) and Hurricane Michael (October 2018).
Groundwater elevation data collected from July through October 2019 were also compared to
groundwater elevation data collected from July through October 2010. Median elevations for
both periods were calculated and presented in Table 2-4.
Upland shallow wells MW-2, PZ-1S, and PZ-2S were slightly lower during the third quarter of
2019 time period by 1.47 feet, 1.05 feet, and 0.44 feet, respectively. Upland deep wells
completed in hard weathered rock and rock, including MW-1, MW-6, and PZ-2D, were also
slightly lower during the third quarter of 2019 time period by 1.63 feet, 0.90 feet, and 1.88 feet,
respectively. PZ-1D was slightly higher during the third quarter of 2019 time period (0.12 feet).
Floodplain shallow wells MW-4, MW-5, and PZ-3S were lower in the third quarter of 2019 by
0.57 feet, 0.22 feet, and 0.56 feet, respectively. The floodplain deep well, PZ-3D, was lower in
the third quarter of 2019 by 0.38 feet.
2.2.2 Eastern Drainage Ditch
To assess the conditions for the Eastern Drainage Ditch, groundwater elevations in monitoring
well MW-5 were compared to the centerline topographic elevations of the Eastern Drainage
Ditch, approximately 21 feet to the southeast. The closest surveyed centerline topographic
elevation of the Eastern Drainage Ditch, located 25 feet from well MW-5, was 463.6 feet above

mean sea level (AMSL). During the 2018-2019 time period, elevations in monitoring well MW-5
ranged from 464.11 feet AMSL to 469.84 feet AMSL; while during the 2010-2011 time period,
elevations in monitoring well MW-5 ranged from 463.92 feet AMSL to 466.92 feet AMSL.
Though the lowest observed groundwater elevations for the two periods were nearly equal, the
high end of the range varied by nearly three feet due to the significant increase in precipitation
observed in 2018.
As the hydrographs of Appendix A illustrate, groundwater elevations at MW-5 are highly
variable and responsive to storm events. Potentiometric surface and topographic elevation data
are such that a potential for an intermittent flow component may be present in the lower portion
of the Eastern Drainage Ditch.
2.2.3 USACE Field Observations
On July 16, 2019, the USACE performed a field verification for the jurisdictional determination.
During that field visit, preliminary data indicated that the lower portion of the Eastern Drainage
Ditch exhibited potential jurisdictional characteristics, including moderate indicators of
intermittent baseflow. The upper portion of the Eastern Drainage Ditch did not have indicators of
baseflow and was deemed non-jurisdictional as it was determined to be dug in uplands or present
as an erosional feature resulting from a discharge from a remnant landfill construction
stormwater control measure. Updated request forms, maps, and data forms were submitted to the
USACE on October 9, 2019. The final determination will be communicated to NCDEQ
following issuance from USACE.

3.0 SAMPLING RESULTS
Groundwater samples were collected from selected groundwater monitoring wells; sample
locations are presented on Figure 3-1. Sample collection, shipment, and decontamination
followed procedures outlined in the April 2, 2018 Work Plan. Laboratory reports and completed
chain of custody forms are provided in Appendix B.
For the purposes of evaluation, analytical results were compared against their respective water
quality standards applicable to groundwaters of North Carolina, located in Title 15A of the North
Carolina Administrative Code, Subchapter 2L (15A NCAC 2L).
3.1 First Quarter Groundwater Sampling Event
First quarter groundwater field data and sample analytical results are summarized in Tables 3-1
and 3-2. Laboratory analytical results indicated that no well contained a concentration of fluoride
or available cyanide above their respective 15A NCAC 2L standards. Total cyanide, which does
not have a 15A NCAC 2L standard, was detected in two (MW4 and MW-5) of the six wells
sampled at concentrations above the laboratory method detection limit. The concentration in
MW-4 was reported as estimated, or with a “J” flagged annotation, which means the result is less
than the reporting limit but greater than or equal to the method detection limit, and the
concentration is approximated.
3.2 Second Quarter Groundwater Sampling Event
Second quarter groundwater field data and sample analytical results are summarized in Tables
3-3 and 3-4. Laboratory analytical results indicated that no well contained a concentration of
fluoride or available cyanide above their respective 15A NCAC 2L standards. Total cyanide,
which does not have a 15A NCAC 2L standard, was detected in two (MW4 and MW-5) of the
six wells sampled at concentrations above the laboratory method detection limit. The
concentration in MW-4 was reported with a “J” flagged annotation.
3.3 Third Quarter Groundwater Sampling Event
Third quarter groundwater field data and sample analytical results are summarized in Tables 3-5
and 3-6. Laboratory analytical results indicated that no well contained a concentration of fluoride
or available cyanide above their respective 15A NCAC 2L standards. Total cyanide, which does

3.4 Fourth Quarter Groundwater Sampling Event
Fourth quarter groundwater field data and sample analytical results are summarized in Tables 3-7
and 3-8. Laboratory analytical results indicated that no well contained a concentration of fluoride
or available cyanide above their respective 15A NCAC 2L standards. Total cyanide, which does
not have a 15A NCAC 2L standard, was detected in two (MW4 and MW-5) of the six wells

sampled at concentrations above the laboratory method detection limit. The concentration in
MW-4 was reported with a “J” flagged annotation.
3.5 Field Blanks
One equipment blank was analyzed as part of this project during each quarterly event. The
equipment blank was prepared by running analyte free distilled water across sample collection
equipment after decontamination and placing it in the appropriate sample containers for analysis.
Equipment blank analytical results are summarized in each respective quarterly table (Tables
3-2, 3-4, 3-6, and 3-8). No concentrations of any constituents were detected above laboratory
detection limits in the first, second, and third quarterly events.
A concentration of available cyanide was reported in the equipment blank for the fourth quarterly
event. The concentration was reported with a “J” flagged annotation and was additionally
reported with a “B” flagged annotation, which means the constituent was detected in both the
sample and the associated blank.

4.0 SUMMARY
A summary of results from the field activities for Subtask 2, Hydrological Conditions Evaluation
as defined in the April 2, 2018 revised Work Plan are detailed below.
Water levels were collected over fifteen (15) months and compared with known historical
data. Median elevations during the 2018-19 time period were higher for seventeen of the
eighteen wells as compared to the 2010-11 time period. However, median elevations during
the third quarter of 2019 time period were lower for all eighteen wells as compared to the
third quarter of 2018 time period. A review of historical precipitation data indicated that third
quarter precipitation in 2010 and 2019 totaled slightly below average, while third quarter
precipitation in 2018 was the highest recorded in the last fifty (50) years. The trench
collection system has continued to operate; monitoring data will continue to be collected.
Groundwater elevations in monitoring well MW-5 were compared to the centerline
topographic elevations of the Eastern Drainage Ditch. A review of the potentiometric surface
and topographic elevation data indicates that a potential for an intermittent flow component
may be present in the lower portion of the Eastern Drainage Ditch.
Groundwater samples were collected quarterly over one year. Laboratory analytical results
indicated that no well contained a concentration of fluoride or available cyanide above their
respective 15A NCAC 2L standards in any of the four quarterly sampling events.
Data collected as part of this Work Plan will be incorporated as Addendum to the October 31,
2012 Phase 3 Engineering Data Collection for the Corrective Measures Study Report (Phase 3
Report). The January 24, 2013 Phase 4 – Corrective Measures Alternatives and Phase 5 –
Justification and Recommendation of the Selected Corrective Measure Alternative Report will be
updated following NCDEQ review and approval of the Addendum to the Phase 3 Report.
