Permit No. WQ0000452 was a Distribution of Residual Solids (DORS) permit that was issued to Duke
Energy Carolinas for the reuse of ponded ash (see attached permit). It is believed that this structural
fill that you are referring to at Belews Creek was a finger of the ash basin that was dammed and used
as a portion of the Pine Hall Road Landfill (Permit No. 8503-INDUS), which is inspected annually by
the Division of Waste Management. The area of fill is circled in red below and is noted by the
orange boundary.
