CON 811 beftm you dig. Project Description: This proposed LCID landfill site is a smaller portion of an overall larger mine site that has been used for the excavation and mining of sand for years. This area Is now at a point where no further mining is proposed. The current use is comprised of (2) separate LCID sites located on adjacent properties. The (2) existing LCID sites total less than 2 acres each. The two individual properties will be recombined into one tract with a total acreage of 15.17 Acres and this permit application Is for one larger combined LCID site which will encompass both original smaller LCID sites while providing additional area and volume for LCID Landfill operations. This project will be constructed in Three Phases. PHASE 1 will consist of final excavation/grading and fill of the site to maintain 4 feet of seperation from the seasonal high water table. PHASE 2 will consist of LCID landfill operations from the Phase 1 elevation datum and to an elevation of 465.50' which will be a gross capacity of 100,000 Cubic Yards (CY) for all of Phase 2. This capacity is the projected 5 year capacity, and was based on the current LCID operations producing roughly 20,000 CY per year. PHASE 3 will be the final Phase and Is projected to have a capacity of 83,000 CY at an elevation of 475.50'. Existing Site Conditions: The existing site Is currently (1) active LCID landfill and (1) closed LCID landfill on adjacent properties with existing erosion control plans approved. Adjacent Areas: The property adjoins residential zoned property to the East and South; and residential conditional use to the North and West. Erosion and Sediment Control Pleasures: Erosion and sediment are to be controlled by using the designed measures as shown on the plans and details. Delay clearing the pool area until the dam Is comalete and then remove brush, trees and other objectionable materials to facilitate sediment cleanout. Stockpile all topsoil or soil containing organic matter for use on the outer shell of the embankment to facil'tats vegetative establishment. Place temporary sediment control measures below the basin as needed. Cut—cff trench — Excavate a cut—off trench along the centerline of the earth fill embankment. Cut the trench to stable soil material, but in no case make It less than 2Ft, deep. The cut—off trench must extend into both abutments to at least the elevation of the riser crest. Make the minimum bottom width wide enough to permit operation of excavation and compaction equipment but in no case less than 2 Ft. Make side slopes of the trench no steeper than 1:1. Compaction requirements are the same as those for the embankment. Keep the trench dry during backfilling and compaction operations. Embankment — Take fill material from the approved areas shown on the plans. It should be clean mineral soil, free of roots, woody vegetation, rocks and other objectional material. Scarify areas on which fill Is to to placed before placing fill, the fill material must contain sufficient moisture so it can be formed by hand into a ball without crumbling. If water can be squeezed out of the boll, It is too wet for proper compaction. Place fill material in 6 to 8—Inch continuous layers over the entire length of the fill area and then machine compact It so that the entire surface of each layer is compacted. Construct the embankment 6 inches above design elevation to allow for settlement. Seed embankment as soon as grading is complete. Conduit spillways — Securely attach the riser to the barrel or barrel stub to make a water tight structural connection. Secure all connections between barrel sections by approved watertight assemblies. Place the barrel and deer on a firm, smooth foundation of impervious Boll. Do not use pervious mater ial such as sand, gravel, or crushed stone as backfill around the pipe or anti —seep collars. Place the fill material around the pipe spillway in 4--inch layers and compact It under and around the pipe to at least the some density as the adjacent embankment. Care must be taken not to raise the pipe from firm contact with its foundation when compacting under the pipe haunches. Place a minimum depth of 2Ft of hand —compacted backfill over the spillway before crossing it with construction equipment. Anchor the riser In place by concrete or other satisfactory means to prevent floatation, In no case should the pipe conduit be installed by cutting a trench through the dam after the embankment is complete. Emergency spillway — Install the emergency spillway in undisturbed soil. The achievement of plannned elevatlons, grade, design width, and entrance and exit channel slopes are critical to the successful operation of the emergency spillway, Seed spillway as soon as Installation is complete. Temporary Skimmer — Assemble the skimmer following the manufacturers instructions, or as designed, Loy the assembled skimmer on the bottom of the basin with the flexible joint at the base of the riser. Pra%ent the skimming device from settling Into the mud by excavating a shallow pit under the skimmer or providing a low support under the skimmer of stone or timber. Attach the flexible joint to the riser by a water tight connection and position the skimmer over the excavated pit or support. Be sure to attach a rope to the skimmer and anchor it to the side of the basin, This will be used to pull the skimmer to the side for maintenance. This creates voids from consolidation and piping and causes washouts. Proper backfilling around and under pipe "haunches" with stable soil material and hand compacting in 6" lifts to achieve firm contact between the pipe and the soli at all points will eliminate this type of failure. 1. Place slope drains on undisturbed soil or well compacted fill at locations and elevations shown on the plans. 2. Slightly slope the section of pipe under the dike toward it's outlet. 3. If the skimmer is clogged with trash and there is water in the basin, usually jerking on the rope will make the skimmer bob up and down and dislodge the debris and restore flow. if this does not work, pull the skimmer over to the side of the basin and remove the debris. Also check the orifice inside the skimmer to see If It Is clogged; if so remove the debris. If the skimmer arm or barrel pipe Is clogged, the orifice can be removed and the obstruction cleared with a plumber's snake or by flushing with water. Be sure and replace the orifice before repositioning the skimmer. Check the spillway for damage and make any required repairs with that spans the full width of the spillway. Check the embankment, spillways, and outlet for erosion damage, and Inspect the embankment for piping and settlement. Make all necessary repairs Immediately. Remove all trash and other debris from the skimmer and pool areas. Freezing weather con result In Ice forming in the basin. Some special precautions should be taken In the winter to prevent the skimmer from plugging with Ice. SELF INSPECTION REQUIREMENTS� The landowner, the financially responsible party, or the landowner'@ or the financlally responsible party's agent shall perform an inspection of the area covered by the pion after each phase of the pion has been completed and after establishment of temporary ground cover 1n accordance with G.S. 113A-57(2). The person who perform@ the Inspection shall maintain and moke available a record of the inspection at the site of the fond —disturbing activity. The record shall set out any significant deviation from the approved erosion control plan, Identify any measures that may be required to correct the deviation, and document the completion of those measures. The record shall be maintained until permanent ground cover has been established as re uired by the approved erosion and sedimentation control plan.
