Foster, Operations Supervisor - Republic Services of North Carolina, LLC STATUS OF PERMIT: Permit To Operate (PTO) issued August 18, 2014 PTO expiration date October 12, 2024 PTO subject to limited review by October 12, 2019 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On October 1, 2019, Chuck Kirchner met with Dennis Moriarty and Jerome Foster to conduct a comprehensive inspection of the Republic Services of North Carolina, LLC – Bishop Road Transfer Station located on Bishop Road in Greensboro City, Guilford County. Facility Information: 1. The facility is a municipal solid waste (MSW) transfer station. 2. The facility is owned by Republic Services of North Carolina, LLC. 3. KR Drench Trucking, Inc. (KRD) operates the transfer station and hauls MSW to the Uwharrie Environmental Regional Landfill, Permit Number 62-04, MSW landfill in Montgomery County for disposal. The facility is permitted to haul MSW to four other landfills as listed in the permit. 4. The facility is open for receipt of MSW Monday through Friday 4:00am to 5:00pm and Saturday 6:00am to 12:00pm. Facility staff work on site until 8:00pm. 5. The facility is not open to the public. 6. The facility is permitted to receive MSW generated within a 50-mile radius of Guilford County. The service area includes 26 counties listed in the permit. A majority of the waste received comes from Guilford County. Other waste is typically received from Randolph, Alamance, Davidson and Orange County. Records Review 7. The facility permit, site plan and operations plan were discussed. 8. The following are facility certified personnel: a. Joseph Hodges, Certified Transfer Station Operations Specialist, TS-2019058, Exp. 5/31/2022. b. Ethan Bicking, Certified Transfer Station Operations Specialist, TS-2018069, Exp. 11/15/2021. c. Joseph E. Prestandrea, Certified Transfer Station Operations Specialist, TS-2005010, Exp. 4/5/2020. 9. The facility maintains records of the amount of material received. Throughput records were observed for January 1, 2019 through September 30, 2019. Municipal Solid Waste (MSW) received is 89,099.43 tons. 10. The Facility Annual Report (FAR) dated August 1, 2019 was received by the Solid Waste Section. Tonnage of MSW received July 2018 through June 2019 is 118,194.00 tons. The tonnage of recyclables received during that timeframe is 2,187.00 tons. 11. Waste screening reports were observed for January 2, 2019 through September 26, 2019. The facility is required to conduct at least two waste screenings per week. Facility Inspection 12. The facility no longer accepts recyclable materials. All recyclable material now goes to Re-Community at 706 Patton Avenue in Greensboro since Republic Services of North Carolina, LLC acquired Re-community. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 13. One transfer trailer, T-546, was found to have holes in the floor during the inspection. This trailer was immediately removed from service and scheduled for repair. The other four trailers on site at the time were found to be in good condition. 14. Mr. Moriarty stated that the transfer trailers hauled-off each contain ~ 20 to 22 tons of materials. 15. Mr. Moriarty stated that approximately 500 tons (~ 25 MSW transfer trailers) are hauled-off daily. 16. Mr. Foster stated that full transfer trailers of MSW are generally not stored on site overnight. 17. The transfer station tipping floor is sloped to allow leachate to drain to the load out bay. 18. Leachate from the transfer trailer load out bay is piped to the City of Greensboro sanitary sewer system. 19. The load out bay floor is an old scale. Leachate drains along the length of the scale to the oil/water separator tank. 20. No windblown material was observed this inspection. 21. Fire extinguishers near the tipping floor were last inspected by Fire Control Service in July of 2019. The fire extinguishers are inspected approximately every six months. 22. The transfer station oil/water separator tank was pumped-out by Noble Oil Services, Inc. 23. Previously requested repairs to the two sheet metal wall seams of the transfer station building appear completed. 24. Mr. Moriarty stated Republic is looking into repairing the transfer station floor with EucoFloor404. Mr. Moriarty provided some preliminary information via e-mail about this type of floor. Replacement of this new type of floor will require prior approval from the Solid Waste Section. 25. The facility does not accept scrap tires or white goods. 26. The transfer station building walls are washed down quarterly by Byrne Truck Equipment. 27. The Pinecroft-Sedgefield Fire Department can be contacted to address an emergency at the facility. 28. The facility is secured by a locked gate. Personnel are on site during operating hours. 29. Access roads are of all-weather construction. 30. The facility has proper signage.
