Below are comments: 1. The CQA report should describe the construction of interim berm dividing the Cell 3A& 3B. Appendix C-5 has document the seam vacuum testing of primary and secondaryliners. Section 8.2 updated with the following: A temporary separation berm is constructed between Cell 3A and 3B to delineate theconstructed Cell 3A from future Cell 3B. The berm’s function is to prevent stormwaterrun-on into Cell 3A and to prevent leachate from exiting the cell. The berm isconstructed using protective cover soil. A temporary 60-mil geomembrane liner flap iswelded to the primary geomembrane liner on the outward side of Cell 3A. Both the flapand berm will be removed as part of Cell 3B construction at a future date. Leachatecollection (LC) and leak detection (LD) high density polyethylene (HDPE) pipepenetrations through the berm for future Cell 3B connection are sealed with a 60-milgeomembrane liner boots. 2. (Section 4.3) According to the logs for the primary liner in Appendix C-5, primarypanels P34 and P35 were replaced by P34A & P35A. Please describe the reason ofreplacement in this subsection. The following was added to section 4.3: During construction of the primary liner system, panels 34 and 35 (P34 and P35) weredamaged from construction equipment entering and exiting Cell 3A. As a result, P34and P35 were cut out by ESI, and replaced with panels P34A and P35A. 3. (Sections 7.1 &7.2) Based on the lab testing results on the drainage aggregates (NCDOT No. 5 stone), please state if the material meets the criteria per Technicalspecification and the CQA plan. Sections 7.1 and 7.2 have been updated with text highlighting drainage aggregatelaboratory testing results meeting project specifications. 4. (Section 8.3) please describe the testing results and conclude if the constructed (veneer)side slopes of the landfill cell meets the landfill design requirement. Laboratory testing results, performed and provided by TRI, for the interface frictiontesting meet the project specifications. Section 8.3 of the Certification Report has beenupdated to reflect this 5. (Appendix C-3) Geomembrane Defect Log – Likely typos are foundSeam/panel shown on SheetNumber Incorrect Seam/panel Likely Seam/panel 7, N 28/29/75/76 28/29/74/767, P 28/29/73/75 28/29/73/74 Geomembrane Defect Log for secondary liner has been corrected to the following: Seam/panel shown on Sheet Number Likely Seam/panel 7, N 28/29/74/76 7, P 27/28/73/74 6. (Appendix C-5) Geomembrane Seam Log of Secondary Liner– Extrusion Seam. Thesecondary liner panels in Cell 3 shall be seamed to the primary liner panels in Cell 2. The seam between Panel 102 (Cell 3) to a panel (at Cell 2) is not available. On the Geomembrane Seam Log (Extrusion) Panel 102 to TI (Tie-In) is documented onJune 6, 2019 by welder #5173 on Page 1 of 2 (line 1). Also, the following section 4.7, Cell 3A/Cell 2 Tie-In, was inserted into the CertificationReport: The geomembrane liner tie-in configuration between existing Cell 2 and new Cell 3A wasmodified from the detail shown on the Construction Drawings. Instead of tying Cell 3A’ssecondary geomembrane liner to Cell 2’s primary geomembrane liner, Cell 3A’ssecondary geomembrane liner was extrusion welded to Cell 2’s secondarygeomembrane liner. Similar, Cell 3A’s primary geomembrane liner was extrusion weldedto Cell 2’s primary geomembrane liner. This modification to the tie-in was approved bythe Design Engineer and the CQA Certifying Engineer. 7. (Appendix C-5) Primary Liner: a. Geomembrane Trial Seam Log. Log dated 06/17/2019, Sample No. TF-3 recordeda peel strength of 19 ppi. Please check if the data is typo. Data on the Trial Seam Log dated 6/17/2019, sample No. TF-3, has been correctedto show a strength of 119 pounds per inch (ppi). b. Geomembrane Panel Deployment Log dated 6/20/19 Line Number 24, therecorded deployed length for Panel 35A is 219 feet. The data is erratic and notconsistent with that sown on the drawing. Data on the Geomembrane Panel Deployment Log dated 6/20/2019 Line number24 has been corrected to show Panel 35A is 219 feet long. c. Geomembrane Trial Seam Log – Fusion Seam. 6/11/2019 log recorded the totalwelded seam length of 941 feet. Please check the seam length (it is likely 971feet). Total welded length listed on the Geomembrane Seam Logs from machine 4153 on6/17/2019 has been corrected to show Approximate Weld Length of 971 feet. d. Geomembrane Seam Log – Extrusion Seam. The seams connecting primary andsecondary liners are not available: Types 1, 2 and 4 anchor trenches, a portion ofType 3 anchor trench (Panel Nos. P-10 through P13 and P16 through P33, P34A &P35A to primary liner panels in Cell 2). Extrusion Seam Logs for Primary to Secondary liner were inadvertently inserted withthe Tertiary to Primary Extrusion Seam Log documents. The correct Seam Logs havebeen inserted into Appendix C-5. e. Geomembrane Defect Log, Sheet No. 2, Defect Code X recorded P26/P27 wheresample DP-5 was collected. The DP-5 was collected at P25/26. Please correcttypo. Geomembrane Defect Log, Sheet No. 2, Defect Code X, has been corrected to showDP-5 collected at P25/26. 8. (Appendix C-5) Geomembrane Seam Log of Tertiary Liner– Extrusion Seam. The logsdated 06/26/2019, Liner Number 2, The Panels T-13 & T-15 are likely seamed to PanelP106. Geomembrane Seam Log for tertiary liner has been corrected to show panels T-13 and T-15 being seamed to Panel 106. 9. (Appendix C-5) Geomembrane Seam Vacuum Test Log (Tertiary Liner). The logsdated 06/26/2019, Liner Number 24, The Panels T-13 & T-15 are likely seamed to PanelP106. Geomembrane Seam Vacuum Test Log for tertiary liner line 24 has been corrected toshow panels T-13 and T-15 being seamed to Panel 106. By the way, I just received the final Operations Plan and remaining portions of the CQAReport for Cell 3A and will review them next week. Have a wonderful weekend. The Certification Report and two (2) As-Built drawings (Cell 3A Subgrade As-Built and Cell 3AProtective Cover As-Built) are signed and/or stamped in the final Certification Report. 2. (Appendix H) Please attach the ELL Specification/Plan (the one used in Cell 2, as we all agreed on) and the new drawing/sketch of the copper wire layout over the GCL layer. The ELL Specifications/work plan used for Cell 2 construction has been inserted into Appendix H. Thecopper wire layout is included in BLE’s report. 3. (Appendix J -As built Drawing No. 2 of 2) Please address or provide the required info on the drawing. a. Please provide the invert elevations of the LCR and LDS piping in the sump. Invert elevations for LCS and LDS sump risers have been inserted onto the Protective Cover As-Built drawing. b. Provide the as-built acreage of Cell 3A. The CQA report dated June 24, 2019 stated theconstructed Cell 3A encompassing 8.48 acres, but the August 13 & 23, 2019 CQA reports statedCell 3A having 8.46-acre waste footprint. Cell 3A is 8.46 acres. The Protective Cover As-Built drawing and report narrative have beenupdated to show Cell 3A as 8.46 acres.
