In accordance with Rule 15A NCAC 13B .0510, this Landfill is subject to 30-year post- closure care and environmental monitoring requirements. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a closed Scrap Tire Monofill and a closed Municipal Solid Waste Landfill. 2) This Facility is secured by means of a gate at the Facility entrance. The gate was open upon my arrival and Washington County Solid Waste staff were on-site during this Facility Compliance Inspection. 3) Groundwater monitoring is being conducting as required. All on-site sampling is being performed by Environment One of Greenville, NC. The most recent event was conducted in June of 2019 and the resulting statistical analysis and report compiled by Smith Gardner, Inc was on file in the manager’s office. This report was in order and presented for review during this Facility Compliance Inspection. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 9402_INSP_20190814 Page 2 of 3 4) The Facility access road is of all-weather construction and is being maintained in overall good condition at this time. 5) The groundwater monitoring wells were observed during this Facility Compliance Inspection. All the wells were readily accessible, painted with high visibility paint, properly labeled, and secured with functional locks. 6) Permanent edge-of-waste markers have been installed as required and are being maintained around the toe of the landfill disposal area. 7) Conditions remain largely unchanged since my previous Facility Compliance Inspection. 8) Scrap concrete, concrete block, and brick is staged on-site in an area adjacent to the landfill for future grinding/crushing and re-use. Unpermitted materials were observed mixed in with the recyclable concrete. A small amount of concrete was observed to have tile on its surface, some metal pipe, wood, and roll-type plastic barrier/sheathing was also observed interspersed throughout the concrete pile. *Please remove all unpermitted materials from the concrete pile and properly dispose such wastes at the active C&D landfill. All re-bar should be cut off flush with the surface of the concrete. Also, please note that the State rules regarding recovered materials state that for a material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or re-used within twelve months of staging at the site. If the required volume of materials is not re-used within twelve months, then the materials must be properly disposed at a Facility permitted to receive such wastes. 9) Small trees and other brushy vegetation were observed growing on the southern portion of the western sideslope. Brushy vegetation was observed growing on the southern portion of the eastern sideslope. *Plans need to be underway for the mowing of these areas to clear all woody brush and vegetation from the landfill. All outside slopes should be maintained at a slope not greater than 3:1 with a groundcover of native warms season grasses suitable to prevent erosion of your landfill cap system. 10) Due to the current dry weather conditions, no areas of ponding/standing water were observed on the top lift of the landfill, however, the presence of wetlands dependent plants growing in the settled areas suggests the presence of standing water under normal circumstances. *As per our conversation, please continue fill and grade these areas to promote positive drainage of surface waters away from the landfill. All filled areas should be seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. 11) A cover-crop of native warm season grasses has been established and overall is well maintained throughout the landfill. 12) The cover crop is mowed throughout the year as needed. 13) No off-site erosion was observed during this Facility Compliance Inspection. 14) *Corrective measures are required as a result of this Facility Compliance Inspection.
