PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS: 01 – Facility has required signage. 02 – Interior roads are constructed of all-weather materials and well maintained. 03 – This facility has 8 Transfer Station Operations Specialist available: (Bowen) Kelvin Wrighton, expires 11/5/2021, Mike Chesson, expires 5/18/2021, (Dare County) Shanna Fullmer, expires 10/9/2020, Doug Huff, expires 5/18/2021, Glen Bailey, expires 3/14/2022, Deborah A. Equils, expires 11/3/2022, Thomas Tillett, expires 10/9/2020 and Jonathon DeWeese, expires 11/15/2021. 04 – Screening records were reviewed. Records were up to date. 05 – Reviewed several incoming load tickets and they had required information. 06 – Facility has fire extinguishers and 1inch water hoses for fire control. All in good working order. 07 – This inspection was conducted during working hours. 08 – Overall tipping floor looks good. Clean behind push walls. 09 – The waste deflectors may need to be replaced due to the amount of waste falling onto the load out bay floors. 10 – Floor drains in load out bays were cleaned out and working well during this inspection. 11 – Windblown trash on the inside of the chain link fence and around the facility was at a minimal. There is still some windblown trash on the outside of the chain link fence. Weeds have been sprayed with weed killer to allow staff to see below their feet. If used a bush hog to mow, the trash would become tiny pieces and would be harder to remove. 12 – Be sure the Tarmac (entrance to tipping floor) is clean also. 13 – The office where the records are kept was the clean. 14 – Permit was available and reviewed. 15 – Trailer loading area looks good today. No trailers were leaking during this inspection. 16 – All items on this inspection report were discussed with participants listed on this report. 17 – Overall, this facility is looking to be managed better.
