STATUS OF PERMIT: Permit To Operate (PTO) Phases 1, 2, and 3A issued February 8, 2016 Permit To Construct (PTC) Phase 3B issued in conjunction with PTO PTO expiration date September 2, 2019 New permit application submitted to SWS on May 3, 2019. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: Resolved: 15A NCAC 13B .0542(g)(3) cited for failure to collect windblown litter at the conclusion of each operating day. Windblown litter appeared to have been collected throughout the facility. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS On August 12, 2019, Chuck Kirchner and Deb Aja met with Kent and Brenda Coble and Deanna Coble Martin to conduct a partial inspection of the Coble’s Sandrock, Inc. C&D Landfill on Foster Store Road in Liberty, Alamance County. The purpose of the visit was to review the violation noted on the May 7, 2019 inspection report. 1. The facility is currently accepting C&D on the east side Phase 3A. 2. The working face appeared adequate, small and compact. 3. No windblown material was observed this inspection. 4. The north side of Phase 3A has been covered and is near ready for stabilization. 5. The facility shall cover solid waste with six-inches of soil when the waste disposal area exceeds one-half acre and at least once weekly. Solid waste shall not be visible when covered. 6. Mr. Coble stated that during the May 7, 2019 inspection the bottom of the landfill had become difficult to compact on the low side of the landfill due to unusually wet weather. This may have contributed to previously noted conditions. 7. Ensure waste on top of landfill is adequately covered as discussed in the field. Mr. Coble stated that sometimes bulldozer traffic on top of the landfill can uncover some waste during normal operations. 8. The landfill footprint is designated by edge of waste markers. 9. The facility is still borrowing soil from future Phase 6 area. 10. The facility stores PRAS at the toe of the east side slope of Phase 2B. 11. The facility still has installed wooden posts and fencing encompassing an area of ~ 2.4 acres atop the Phase 1 landfill cap (primarily, the rear external side slope) to graze goats. 12. The facility has all-weather access roads. 13. The facility is secured by a locked gate. 14. The facility has proper signage. 15. The facility permit renewal was submitted to SWS Permitting Section on May 3, 2019. Permit to operate will expire on September 2, 2019. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
