Hi Steve:
The Solid Waste Section (SWS) completes a review of the revised Operations Plan for Great
Oak Landfill, 7607-MSWLF-2015 (FID1339291) and has few comments below:
1. (Section 2.2) Please add the wastes banned for being disposed of at a landfill per NCGS
130A-309.10.
2. (Section 3.2.5) This subsection proposes to use “shredded green waste” for an ADC atthe MSWLF. Yard trash as defined in NCGS 130A-290(a)(45) is prohibited to be
disposal of at a sanitary landfill per NCGS 130A-309.10. The “shredded green waste”is not listed as an approved ADC in the guidance document titled as “APPROVED
ALTERNATIVE DAILY COVER MATERIALS FOR USE AT SANITARYLANDFILLS,” which is prepared according to NCGS 130A-295.6(h1); therefore, please
remove the “shredded green waste” from the approved ADC in this subsection.
3. (Section 4.2) The old Section 4.2.5 – Leachate Force Main is removed from the revisedOperations Plan. Please add this portion back to the Section 4.2.

4. (Section 5.2) The frequency of random waste screening is removed from the revised
Operations Plan. Please add the requirement back to the Section 5.2.
