The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on August 13, 2019.
2. A pre -operational inspection of the landfill was conducted at 6:45 am to ensure that all waste was being covered
at the end of each working day as required by 15A NCAC 13B.1626(2)(a).
3. A new access road has been constructed up the northeast slope of the landfill due to the construction of the
Phase 5 landfill cells.
4. The previous days working face was covered with the approved alternative daily cover (tarp) and the area
around the working face had adequate soil cover.
5. A small amount of water was observed on the southwest corner of the top of the landfill. The water appeared to
be from the previous night's rain event and staff began working on addressing the issue during the inspection.
The facility added a new slope drain in the area and sent photos at the end of the working day showing the
completion of the project.
6. The side slopes of the landfill had good soil and/or vegetative cover and the facility had recently seeded the
western slopes.
7. Windblown litter was well managed at the time of inspection.
8. Rob Ward recently took the SWANA Manager of Landfill Operations course and received his Manager of
Landfill Operations certificate.
