The Permit to Operate expires on May 13, 2019. A permit renewal request has been submitted to the Solid Waste Section-Permitting Branch. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 1. The facility consists of a closed MSWLF, a CDLF over a closed MSWLF, residential waste convenience area, yard waste area, recycling drop-off area, white goods/scrap metal area, tire collection area, pesticide container building and animal carcass collection. 2. The facility is permitted to receive waste generated within Union County. 3. A gate is provided at the entrance to the facility to prevent unauthorized access. 4. Proper signage is located at the entrance of the facility. 5. All access roads were well maintained. Operations Inspection of the CDLF over closed MSWLF: 6. The facility currently receives approximately 190 tons of waste each operating day. 7. Observed operations of the CDLF. 8. No unacceptable waste streams were observed. 9. The working face was well controlled. 10. Edge of waste markers for the CDLF and closed MSWLF were being maintained. 11. Windblown waste was well controlled during the inspection. 12. Continue efforts to stabilize all inactive areas with groundcover sufficient to restrain erosion. Operations Inspection of the Scrap Tire Area: 13. Tires were being collected in covered trailers and being stored properly. Operations Inspection of the White Goods Area: 14. White goods containing chlorofluorocarbons were observed separate from other metals and were being stored in an upright condition. Operations Inspection of the Treatment and Processing Area/Small Type 1 Compost Area: 15. Pallets and woody debris are kept in separate piles for grinding. 16. No unacceptable waste was observed. Records Review: 17. Reviewed permit, operations plan, training records, tonnage records, soil cover log, methane monitoring records, random load inspection records and compost temperature records. 18.
