(Golder) is submitting this 14-Day Notification as required by North Carolina Solid Waste Management Regulation (NCSWMR) 15A North Carolina Administrative Code (NCAC) 13B .1633(c)(1). The 14-Day Notification of Groundwater Protection Standard Exceedance(s) form is included as Attachment 1. Tables 1 through 4 (shown below) summarize the NC Appendix I constituents that were detected at concentrations above their respective NC 2L Groundwater Standards or Interim Maximum Allowable Concentrations (IMACs) during the first semi-annual water quality monitoring event of 2019 conducted at the closed unlined landfill, the closed Subtitle D landfill, and the active Subtitle D landfill at the above -referenced facility between March 4 - 7, 2019. Note that the concentrations presented below are estimated below their laboratory practical quantitation limits (PQLs). Per the NC 2L Rules, no further action is warranted for the estimated concentrations. The laboratory certificates -of -analyses are submitted under separate cover. It is noted that the Closed Unlined Landfill is in corrective action for volatile organic compounds (VOCs); therefore, no notifications for groundwater standard exceedances for NC Appendix I VOCs are required for this facility. Also, no notifications for groundwater standard exceedances for NC Appendix I inorganic constituents reported in previous 14-day notifications. Based on a follow up letter from the NC DEQ dated June 8, 2018, two additional background wells (MW-23 and MW-24) were installed in November 2018 to collect additional analytical data over a two-year period to evaluate background concentrations of inorganic constituents at the closed unlined landfill, closed Subtitle D landfill, and the active Subtitle D landfill. Further, above -standard concentrations of cobalt, thallium, and vanadium have been noted historically at upgradient monitoring wells, further supporting that concentrations are naturally occurring. Additional analytical data are being collected for thallium and vanadium in addition to barium, cobalt, and chromium over the two-year evaluation period to establish updated background concentrations. The CCUC will continue monitoring the uppermost aquifer beneath the closed unlined landfill in accordance with the requirements of the Assessment Monitoring Program as outlined in Title 15A NCAC 13B .1634 and will continue monitoring the uppermost aquifer beneath the closed and active Subtitle D landfills in accordance with (4110 GOLDER Ms. Jaclynne Drummond, Hydrogeologist North Carolina Department of Environmental Quality Project No. 0939668719 June 26. 2019 the requirements of the Detection Monitoring Program as outlined in Title 15A NCAC 13B .1633.
