DESCRIPTION
Per North Carolina General Statue 130A-294(a3)(1)b(ii), a proposed increase in the
tonnage rate of 10 percent or more in the quantity of solid waste to be disposed of in an
existing sanitary landfill requires a new permit. This draft permit reflects the request made
by Waste Management of Carolinas, Inc. and Randolph County that the current approved
disposal rate of 2,000 tons per day be increased to 4,000 tons per day. This draft permit
doesn’t change the waste footprint, gross capacity, service area and characteristics of the
landfill’s acceptable waste stream that have been approved in the previous permit.
The Great Oak Landfill, a lined municipal solid waste landfill (MSWLF), is owned by
Randolph County, and is operated under contract and franchise by Waste Management of
Carolinas, Inc., a wholly-owned subsidiary of Waste Management, Inc. It is located at 3597
Old Cedar Falls Road in Randleman, North Carolina. It has an approximately 190-acre
waste footprint of the 667-acre landfill property with an approved gross capacity for waste
disposal of 41,739,400 cubic yards. The Landfill service area is the State of North Carolina.
The Division of Waste Management has determined that the proposed facility plan,
engineering plan, operations plan, construction quality assurance plan, closure and post-
closure plan, water quality monitoring plan, and documentation of public meetings and
local government approval satisfies the requirements of the Solid Waste Management
Rules as codified in 15A NCAC 13B .1630 through .1637. The division has prepared Draft
Solid Waste Permit 7607-MSWLF-2015 to approve the request of increasing this MSWLF’s
disposal rate to 4,000 tons per day. This draft permit is now available for public review
and comment.
PERMIT STRUCTURE
The permit is divided into two parts, the Permit Approval to Construct (PTC) and the Permit
Approval to Operate (PTO). The PTC approves the construction of Phase 1 of the Great Oak

Landfill, which consists of nine-phased developments. The Phase 1 of the landfill is dividing
into seven cells, Cell-1 through Cell-7, for construction and operation. The PTO approves the
waste disposal activities at Phase 1, Cells 1 and 2, of the landfill. The permit consists of a list
of approved documents and specific conditions for the landfill units’ construction, operation
and monitoring . The permits that were issued on Sept. 10, 2018 are revised by incorporating
the new daily waste disposal tonnage of 4,000 tons per day and the amended franchise
agreement effective April 1, 2019. A copy of the draft permit is attached.
PUBLIC COMMENT PERIOD
North Carolina Solid Waste Management Rules require that the public be given an
opportunity to comment on a draft permit for a municipal solid waste management facility.
This 45-day comment period begins on July 1, 2019 and ends on August 14, 2019. The draft
permit and related documents for issuance of this draft permit are available for review by
appointment from 9 a.m. to 4 p.m., Monday-Friday, at the Division of Waste Management at
the address provided below, and can also be viewed online at:
http://portal.ncdenr.org/web/wm/sw. All data submitted by the applicant is available as
part of the administrative record. Persons who wish to provide comments should submit
comments in writing by 5 p.m. , April 30, 2012, to the address below. Please include the
permit number. All comments received within the 45-day period will be considered in
making the final determinations regarding the permit. A final permit decision and response
to comments will be prepared after the conclusion of the comment period.
PUBLIC HEARING
Public hearings have been recently conducted in accordance with the Solid Waste
Management Rules to address the substantial increase of daily waste-disposal tonnage at
this MSWLF. A request for a public hearing may be made during the public comment period
by submitting a written request stating the nature of the issues proposed to be raised in the
hearing. Requests must be received by 5 p.m. on August 14, 2019. The Division may hold a
public hearing if there is a significant degree of public interest.
