(S+G) is pleased to present this report regarding the operation and maintenance (O&M) of the Avery County Closed MSW Landfill (Permit No. 06-01) Landfill Gas Collection and Control System (LFGCCS), and the perimeter monitoring probes between April 2018 and June 2019. Site details are provided bel ow. I1:o011 O1[43U/aIA431A 1101!'.0f1171111�? S+G has provided monthly wellfield monitoring from April 2018 to June 2019. Well field data and flare station data are provided in the attached Tables 1 through 15. Recent monitoring indicates there may be a break in the line from the sump as indicated by elevated oxygen concentrations at the flare. IIto7 10- YV IIMro cc W 1 through W 10: S+G performed methane (CH4), oxygen (a), carbon dioxide (CO2), and pressure monitoring. S+G observed several wellheads that may require repair or replacement in the near future. S+G is working with the County on a plan for this work. cc Orifice Plates: S+Gcontinues to evaluate orifice plate sizes at wells W-5, W-7, W- 9, and W-10 during each site visit. LFG flow potential at these locations continues to remain stable, the correct orifice plate sizes are currently installed and no changes were made. Ffare3aticn cc Condensate Tank: The condensate tank liquid level was observed and was at an acceptable level during this site visit. S+G performed monitoring of the perimeter LFG monitoring network during each event. Results of monitoring events are included in Attachment 1. These data indicate that for the majority of this time period, P-7 was the only probe that had exceedances of the LEL. However, during March and June 2019 P-3 also had measured concentrations that exceed the LEL. Attachment 2 provides a CH4 concentration graph over time for monitoring wells that have historically had methane present. The current well network will continue to be monitored and data will be reported to NCDEQand the County. In general, the landfill gas extraction system continues to operate nominally. Monitoring probe P-7 continues to exhibit exceedances of the LEL, and recently P-3 has intermittently exhibited exceedances. S+G will continue to monitor the CH4 concentrations at the site monthly, and advise the County on repairs required to maintain an effective collection system. The next monitoring event is scheduled for July 2019.
