PURPOSE OF SITE VISIT:
Partial Inspection
STATUS OF PAST NOTED VIOLATIONS:
A. 15A NCAC 13B.1626(2)(a): Corrective Actions in Progress. Substantial progress has been made in
placing cover on the areas identified in the May 23, 2019 inspection report. The trench had been filled
and covered with soil. The working face was covered with a tarp except for the area where the
compactor was parked. The compactor is not considered cover and the area must be covered with
a minimum of six inches of earthen material.
B. 15A NCAC 13B .0203(d): Corrective Actions in Progress. Substantial progress has been made in placing
cover on the areas identified in the May 23, 2019 inspection report. The trench had been filled and
covered with soil. The working face was covered with a tarp except for the area where the compactor
was parked. The compactor is not considered cover and the area must be covered with a minimum
of six inches of earthen material.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on May 30, 2019.
2. A pre -operational inspection of the landfill was conducted at 6:48 am to ensure that all waste was being covered
at the end of each day as required by 15A NCAC 13B. 1 626(2)(a). Substantial progress has been made in
placing cover on the areas identified in the May 23, 2019 inspection report.
3. The trench that was observed during the May 30, 2019 inspection had been filled and adequate soil cover had
been applied.
4. The tarp that was observed on the slope to the northeast of the working face had been removed and soil cover
had been applied. The leachate issue has been addressed and a berm has been installed at the bottom of
northern slope of the landfill to ensure that leachate is contained within the lined disposal area.
5. The working face was observed and was covered with a tarp except for where the compactor was parked. The
compactor is not considered cover and the area must be covered with a minimum of six inches of
earthen material.
6. A small amount of waste was observed outside the tarp and appeared to have been pulled out by scavengers.
Please ensure that the tarp is secured to prevent waste from being pulled out by scavengers.
7. All slopes had good soil cover and the county is in the process of procuring a straw blower to use to seed and
straw the bare side slopes of the landfill.
