The Permit to Operate shall expire July 28, 2019. A permit renewal request has been submitted and is under review by the Solid Waste Section-Permitting Branch. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The compost facility was originally permitted in 2013 for Type 1 waste only. In 2014, the facility was permitted to include Type 3 waste. 2. The current Permit to Operate approves the operation of Phase 1 of the Type 3 compost facility, following the completion of the pre-operative conditions in Attachment 2 of the permit. The Permit to operate also approves the continued operation of the Type 1 compost operations. The Type 1 compost operation must be conducted in accordance with the approved plans (DOC ID 19464). 3. The service area for the facility includes Cabarrus county and contiguous counties. 4. The facility is secured by a locked gate at the facility entrance. 5. Access roads are of all-weather construction. Operations Inspection of the Compost Facility: 6. Only Type 1 wastes are being accepted. 7. The facility has not started construction of the Type 3 Compost Facility. 8. No unacceptable waste was observed. 9. Continue to ensure that stockpiling of all feedstocks, finished product, pre-processed wood debris and ground or mulched wood debris is limited to a maximum of 30 feet high and 50 feet wide as stated in the Permit to Operate, Attachment 3: Conditions of Operating Permit, Permit Condition Number 25.
