The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on May 9, 2019 unless otherwise noted.
2. The facility is open to the public Monday through Friday, 7:30 am to 4:00 pm and on Saturday from 7:30 am to
12:00 pm.
Records Review
3. The current permit and operations plan were available for review upon request.
4. Manager of Landfill Operations

6. Tonnage records from July 2018 to March 2019 were reviewed. During that period the facility disposed of
15,418.35 tons of waste.
7. Landfill gas monitoring was conducted on August 13, 2018, December 20, 2018, March 13, 2019 and April 30,
2019 and no exceedances were noted.
8. Scrap tire forms from January 3, 2019 to April 23, 2019 were reviewed and appeared to be filled out correctly.
9. The facility performs five waste screening per week and forms from November 12, 2018 to May 2, 2019 were
reviewed. The forms showed the final disposition of any unacceptable material that was encountered.
10. Water quality testing was conducted on April 11-12, 2018 and October 3 1 - November 2, 2018. Both reports
showed exceedances above the 2L standards.
11. The facility inspects the leachate pumps daily and the lagoon liner monthly. Leachate system records from
December 1, 2018 to May 8, 2019 were available for review. Leachate testing is conducted concurrent with
groundwater testing.
Operations Inspection of the Landfill Unit (2002-MSWLF-1998)
12. Exposed waste was observed on the slope to the west of the working face. Facility staff stated that the area had
been covered with a tarp overnight. A tire was observed on the slope partially covered with soil. Remove any
unacceptable material encountered and manage it properly. The facility sent photos at the end of the working
day on May 9, 2019 showing the area had been covered with soil. 15A NCAC 13B .1626(2)(a) states in part,
"the owners or operators of all MSWLF units must cover disposed solid waste with six inches of earthen
material at the end of each operating day, or at more frequent intervals if necessary, to control disease
vectors, fires, odors, blowing litter, and scavenging."
13. Exposed waste was visible on the east slope of the landfill. It appeared that adequate cover had been applied to
the east slope and the exposed waste was the result of equipment operations. The facility sent photos at the end of
the working day on May 9, 2019 showing the area had been covered with soil. It is recommended to minimize
equipment traffic on areas of the cells that are not actively having waste placed in them to prevent
disturbing the cover.
14. The working face was observed and appeared to be of manageable size.
15. The section approved the facility increasing the steepness of the side slopes in the existing disposal area (Phases
1-4) that will be interior slopes of the landfill once Phase 5 is constructed with the following conditions:
• The side -slopes can be no steeper than 2 horizontal units to 1 vertical unit (2:1),
• Additional waste can only be placed on the North facing and West facing side -slopes of the existing
disposal area.
• 2:1 side -slope waste filling operations cannot take place above Phase 5 cell construction activities.
• 2:1 side -slope waste filling operations must cease once Phase 5 is approved for operation.
16. The southern side slopes had good vegetation growth and facility staff have been watching the area for seeps and
repairing areas as necessary. No leachate seeps were visible at the time of inspection.
17. The leachate pond was inspected and two punctures in the liner were observed near the top of the liner. Repair
the punctures in the liner to ensure the integrity of the liner system is not compromised.

Operations Inspection of the Scrap Metal, Yard Waste Collection, and Tire Collection Areas
18. Scrap metal and non -refrigerant containing white goods are collected on the concrete pad and loaded into a roll
off container and sent to Regional Disposal in Marble for recycling.
19. Scrap tires are collected in two van trailers and sent to US Tire in Concord, NC for processing.
20. The facility collects leaves and grass clippings for composting. The composted material is taken to the county
farm for use as a soil amendment and composting temperature records were available for review.
Operations Inspection of the Grinding Area
21. The grinding area is currently located to the north of the active landfill unit but will be moved to the southeast
near the composting area because of construction of the new landfill cell.
22. No unapproved material was observed in the grinding stockpile at the time of inspection.
Operations Inspection of the Electronics Collection and White Goods Areas
23. Electronics are collected and stored to the south of the scale house. Electronics are palletized and sent to E-Cycle
Secure in Charlotte, NC for processing.
24. White Goods containing refrigerants are collected on a concrete pad located to the northeast of the scale house.
Refrigerants are removed by the county and the whiter goods are sent to Regional Disposal in Marble.
25. White goods that have refrigerants removed are marked with an X. Units containing refrigerants and evacuated
units were intermingled at the time of inspection. It is recommended that units with refrigerants are stored
separately to prevent the unintentional discharge of refrigerants in to the environment.
