with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on April 12, 2019
2. The facility is open to the public Monday through Friday, 7:00 am to 4:00 pm.
3. Waste is transported by K.R. Drenth Trucking, Inc. to the Upstate Regional Landfill, in Enoree, South Carolina
for disposal.
Records Review
4. The permit and operations plan were available upon request.
5. Tonnage records from January 2018 to March 2019 were reviewed. The facility averaged 369.37 tons per day
during that period.
6. Waste screening forms from November 30, 2018 to April 6, 2019 were available for review. The facility
conducted five to six waste screenings per day and the forms showed the final disposition of any unacceptable
material that was found.
7. Scrap tire forms from January 2, 2019 to March 31, 2019 were reviewed and appeared to be filled out correctly.
8. The facility inspects the transfer trailers for deficiencies, records any issues in a log and sends a report to K. R.
Drenth Trucking, Inc. on a weekly basis.
9. The county contracts with Doug Nelson for refrigerant extraction; the number of units evacuated and the
number of pounds of each type of refrigerant recovered are recorded in a logbook.

11. The facility contracts with ECycle Secure for electronics management. The facility has collected 246,751
pounds of electronics from July 2018 to April 2019.
12. All records were available promptly in a neat, organized manner.
Operations Inspection of the Transfer Station (4504T-TRANSFER-1998)
13. The transfer station consists of two pre-engineered buildings. Commercial trucks and vehicles with hydraulic
lifts unload in Shed 1 and residential customers and hand unloaders use Shed 2.
14. No unapproved material was observed on the tipping floors of either shed at the time of inspection.
15. The trench drains in both sheds were clear and appeared to be working properly.
16. The tipping floor and walls of both sheds were clean and intact at the time of inspection.
17. Windblown litter was minimal and obviously well managed. Facility staff were actively picking up litter during
the inspection.
18. The pooling of washdown water in the loading tunnel for Shed 2 that was noted in the October 2018 inspection
report has been remedied. The facility has ground a portion of the floor down so there is positive drainage and
washdown water now flows to the trench drain.
19. Both loading tunnels were clean and well maintained.
20. Loaded trailers are parked outside on a concrete and asphalt pad to the southwest of the transfer buildings.
Leachate is collected by drains that are connected to the Cane Creek Sewer System. The pad has an asphalt
berm around the perimeter to prevent additional stormwater from entering and leachate from leaving the system.
21. The entire facility appeared clean and well maintained. Facility staff stated that cleaning efforts take
place throughout the day as well at the end of every operating day, thus ensuring a neat appearance is
maintained.

Operations Inspection of Area 4 (Scrap Tire and Electronics Waste Collection)
22. Televisions and other electronics are collected, sorted, palletized, placed in van trailers and sent to ECycle
Secure in Charlotte, NC for recycling.
23. Scrap tires are collected in four van trailers and are sent to US Tire in Concord, NC for processing.
Operations Inspection of Area 5 (Treatment and Processing, Beneficial Fill, Composting)
24. The wood waste treatment and processing operation is permitted to receive land clearing waste and
untreated/unpainted pallets. Pallets and land clearing waste are collected in separate stockpiles. The county
contracts for grinding one to two times per year.
25. Area 5 had adequate room between stockpiles to allow for firefighting equipment if needed.
26. No unapproved material was observed in the stockpiles.
27. The composting operation is permitted as a small Type 1 compost facility and may only receive yard waste,
silvicultural waste, untreated and unpainted wood waste.
28. The facility collects leaves in a separate area across the access road from the land clearing and pallet stockpiles.
The leaves that are collected are used onsite for erosion control and no material is distributed to the public.
29. The facility collects clean, unpainted concrete; the material is processed and used for roadbed throughout the
facility.
Operations Inspection of the Citizen's Convenience Center
30. The convenience center is located to the east of the scale house and is accessed from a separate entrance.
Citizens can drop off recyclables, used motor oil, oil filters, cooking oil, used antifreeze, lead acid
batteries, and electronics (excluding televisions and CRT monitors). The facility charges for televisions
and monitors, and those items are directed to the electronic waste collection area (Area 4) at the transfer
station.
31. Henderson County recently started a food waste collection program. Citizens can bring food scraps to
the Citizens Convenience Center where the is material collected and sent to Atlas Organics in South
Carolina for composting.
32. The County collects mercury -containing devices and lamps from residents, and the materials are stored
in a locked metal storage building. The fluorescent tubes and bulbs were observed to be stored in
containers that were structurally sound and adequate to prevent breakage. The tubes and bulbs are sent
to Southeast Recycling in Johnson City, TN for processing.
33. The County operates a permanent Household Hazardous Waste (HHW) Collection Facility at the
convenience center. The HHW Collection Facility is only for residents and operates on specific
collection dates designated by the County. The County contracts with 3RC of Winston-Salem for
management of the materials collected.
34. White goods containing refrigerants were observed to be stored upright on a concrete pad with the doors
removed.
