DESCRIPTION Greenway Waste Solutions at North Meck, LLC owns and operates the North Mecklenburg C&D Landfill located at 15300 Holbrooks Road in Huntersville, North Carolina. The landfill is currently divided into two Areas by a creek, the active and unlined Infill Area on one side consisting of 23.3 acres and the closed and unlined Phase I Area on the other side consisting of 34.3 acres. The closed and unlined Phase I Area is permitted under Solid Waste Rules 15A NCAC 13B .0503-.0505, and the active and unlined Infill Area is permitted under the Solid Waste Rules 15A NCAC 13B .0531-.0546 that became effective January 1, 2007.
A Permit to Construct (PTC) was issued for the Phase I Area of the landfill on June 24, 1993 to receive construction and demolition (C&D) waste. On October 22, 2002, Mecklenburg County Land Use and
Environmental Services Agency issued a Closure Letter for the closed and unlined Phase I Area.
The North Carolina Solid Waste Section issued additional amended permits on March 7, 1995, October 19,
2001, October 22, 2002, April 15, 2003, April 20, 2006, and October 8, 2012. Expansion Area I began operations with a Permit to Operate (PTO) issued in 2001 and was closed in 2007. The Permit to Operate (PTO) for Phases 1, 2 and 3 of Expansion Area II were issued in 2006, and operations in this Area are ongoing. A Permit to Operate (PTO) was issued in 2012 for operations occurring in the Infill Expansion that connects Expansion Areas I and II, with a footprint area of 3.2 acres and the majority of capacity occurring as layover onto Expansion Areas I and II.
Semiannual routine groundwater and surface water monitoring is currently being conducted at the Infill Area in accordance with 15A NCAC 13B .0544 and 15A NCAC 2L, and at the Phase I Area in accordance with 15A NCAC 13B .0503 and 15A NCAC 2L. As stated in the approved Water Quality Monitoring Plan dated April 19, 2018 (FID 1128558), the two landfill Areas will be combined into one for the technical
purposes of conducting water quality monitoring and reporting and also groundwater corrective action. In addition, quarterly routine methane gas monitoring is currently being conducted at the Infill Area in accordance with 15A NCAC 13B .0544, and at the Phase I Area in accordance with 15A NCAC 13B .0503.
During the July 2013 water quality monitoring event, concentrations of vinyl chloride (a volatile organic compound) first exceeded the regulatory North Carolina 2L Groundwater Standard within
groundwater monitoring wells located at the Infill Area and the Phase I Area. Based upon the analytical results, an

Assessment Monitoring Program was initiated for the Infill Area in August 2013 in accordance with 15A
NCAC 13B .0545. Since 2013, (1) public water via a waterline was installed for the residents located downgradient of the landfill, (2) additional groundwater monitoring wells have been installed and additional assessment has been conducted to determine the nature and extent of the groundwater contamination at the
Infill Area and the Phase I Area, and (3) an active landfill gas extraction system has been installed on the Infill Area and the Phase I Area to mitigate the methane gas exceedances that may be a driver for the groundwater exceedances consisting of volatile organic compounds (VOCs) and metals.
An Assessment of Corrective Measures was submitted in May 2018 in accordance with 15A NCAC 13B .0545(c). The Assessment of Corrective Measures evaluates the effectiveness of potential remedies to address the groundwater contamination. Greenway Waste Solutions at North Meck, LLC conducted a public meeting to discuss the Assessment of Corrective Measures on August 7, 2018 in accordance with 15A NCAC 13B .0545(e). Based upon the potential remedies listed within the Assessment of Corrective
Measures, Greenway Waste Solutions at North Meck, LLC has selected a groundwater remedy and has submitted a North Carolina Solid Waste .0545 Groundwater Corrective Action Permit Modification Application dated March 2019 in accordance with 15A NCAC 13B .0545(e). PUBLIC COMMENT PERIOD In accordance with 15A NCAC 13B .0533 and .0545, the 45-day public comment period for the notice of groundwater selected remedy begins on April 15, 2019 and ends on May 30, 2019. Persons wishing to comment on the proposed groundwater selected remedy should submit their comments in writing by 5:00
p.m., May 30, 2019. All comments should be sent to the Division contact address shown below and include the solid waste permit number. All comments received within the 45-day period may be considered in making the final approval for the groundwater selected remedy.
