GDS) STATUS OF PERMIT: As required, a permit renewal application for the Yancey -Mitchell Transfer Station Permit to Operate (PTO) 10003T- TRANSFER-1995 was received by the Section in September 2018 (FID 1254827). The Section issued Yancey County a "Determination of Completeness — Application Letter" letter (FID 1258161) dated September 13, 2018. The permit renewal application is currently under review by the Section. STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. On -site April 3, 2019, for partial inspection of transfer facility operations. Transfer Station facility records will be reviewed during the next comprehensive facility compliance inspection. 2. The facility is owned by Yancey and Mitchell Counties, managed by Yancey County and operated by Republic Services of NC, LLC (d.b.a. Garbage Disposal Services, Inc. (GDS)). GDS has contracted with K.R. Drenth Trucking Inc. to transfer waste to an approved permitted facility. Currently, waste from the facility is transported to Foothills Environmental Landfill, Permit No. 14-03, located in Caldwell County, NC. 4. Access was controlled at the facility and proper signage was displayed at the facility entrance(s). The signageat the Scale House entrance needs to be repaired and should be maintained (Photo #1). 1. Western view of damaged signage at Scale House of Transfer Station. 5. During this inspection, the tipping fee at the facility was $58.68 per ton. 6. The facility's operating hours are: Monday — Friday: 8:00 a.m. — 4:00 p.m.; and Saturday: 8:00 a.m. — 12:00 p.m. Page 2 of 4 FACILITY COMPLIANCE INSPECTION REPORT D_E Q�� Division of Waste Management NORTH CAROLINA o"'­ t0E ! 'm"""°"""' Solid Waste Section 7. As discussed during this inspection, although facility roads were passable, access roads at the facility should be maintained (photos #2, #3, & #4). Is 2. The White Goods and Scrap Metals area/container (photo #5), located southwest of the transfer building was maintained. 9. The Treatment and Processing Area was maintained and appeared to be well managed (photo #6). Grinding operations are performed on an as -needed basis by a private contractor. No unpermitted waste was observed in this area. 5. Northern view of White Goods and Scrap Metals container adjacent to transfer station. 6. Southern view of treatment and processing/wood grinding area at facility. 10. The interior and exterior walls of the transfer station appeared to be maintained. Continue maintenance cleaning of the interior walls of the transfer station as necessary. 11. As noted in previous Facility Compliance Inspection Reports dated 12/5/12, 9/26/13, 12/4/15, 3/15/16, 7/31/17, and 7/23/18, and as discussed during this inspection, additional wearing of the tipping floor surface was observed. The tipping floor surface appeared very rough and several surface cracks were visible. In multiple areas of the tipping floor exposed rebar was observed (photo #7). On November 9, 2018, the Section received a Transfer Station Floor Resurfacing Plan (FID 1258119) which outlined tipping floor repairs planned for the facility. The Section approved the plan in a letter to Yancey County, dated December 21, 2018 (FID 1261807). At the time of this inspection, the tipping floor had not been repaired. Maintain the facility tipping floor as necessary, per the approved Transfer Station Floor Resurfacing Plan. During this inspection, the leachate collection grates/drains located along the tipping floor and inside the receiving bay of the transfer station appeared to be functioning effectively. Leachate is collected in two (2) underground holding tanks located on the northern and southeastern sides of the transfer station. Leachate is currently collected as necessary by a private contractor. 13. The receiving bay was maintained at the facility. 14. No unpermitted waste was observed at the facility during this inspection. 15. The trailer staging area located to the west and northwest of the transfer station was maintained. Continue to maintain the trailer staging area and stormwater and surface water control measures at the facility as necessary. 16. During this inspection windblown material appeared to be well managed at the facility. As discussed on -site, continue daily windblown litter collection efforts at the facility. 17. Vector control measures were maintained at the facility. 18. Erosion control measures were maintained at the facility. 19. All photographs taken by Kris Riddle on April 3, 2019.
