ADDITIONAL COMMENTS
1. This is re-opening a closed facility permit. Site originally permitted in 2003. After permit expired they elected
not to renew. Now they are re-opening the site, to be operated differently than first permitted. Old permit was
Large Type 4. New permit will be a Large Type 3 Compost by aerated static pile bins. Site location is the same
as the original.
2. NC State submitted revised permit application on March, 26, 2019. Permit currently under review.
3. This site is secured by a locked gate at the facility entrance during non-operating hours. The access road is of
all-weather construction and is being well maintained at this time. The site is not open to the general public; it
is for University use only.
4. Proper signage to be maintained at the site entrance providing site information including the permit number,
prohibited items, and emergency contact information.
5. Facility operating hours are Monday through Friday from 8:00AM to 5:00PM.
6. A responsible individual trained in facility operations is onsite during all operating hours.
7. The new compost facility was designed and built by Advanced Composting Technologies of Candler, NC. The
main feedstocks that will be accepted at the site are food waste, yard waste, and animal bedding. Food waste
consists of pre and postconsumerfood waste, food-related compostable paper, packaging, and dining-ware(cups,
plates, utensils, paper towels, etc.). Yard waste consists of brush, branches, treetrunks, grass clippings, and
potentially leaves, all of which have gone through a chipperor grinder. Animal bedding consists of shaved wood
and/or saw dust with manureincluded.
8. All of the materials accepted at the site will be generated on the NC State Campus. Material will not be accepted
from the general public. Feedstock sourcesinclude dining halls, residence halls, administrative buildings, the
Talley Student Union, Carter-Finley Stadium, campus greenhouses, and the campus landscape. Animal bedding
and manure will be from the campus farm and from our vet school.
9. Feedstocks must not be received that are in an anaerobic state.
10. The design capacity of the facility will initially be 1,164 tons per year of incoming feedstock.
11. There is at least a 25 foot access path around the site for fire control vehicles.
12. All setbacks are in place.
13. The facility must be maintained to prevent the accumulation of stormwater and leachate on composting areas,
storage areas, and roads.
14. The approved pile size for curing is maximum 25 feet wide, pyramid shaped. Curing may also be in windrows,
maximum 25 feet wide and 20 feet high.
15. Pile size for wood material feedstock, ground or unground, is maximum 50 feet wide and 30 feet high, unlimited
length within the operational boundaries.
16. Compost temperature monitoring must be conducted at a frequency adequate to meet the requirements of Rule
.1406. Written records must be kept to document time and temperature requirements.
17. Thermometers used for documenting composting temperatures must be calibrated annually. Documentation of
calibration must be kept in the facility records.
18. All compost produced at the facility must meet classification and distribution requirements of Rule .1407 of the
Solid Waste Compost Rules and the permit application.
19. Testing and reporting must be conducted in accordance with the requirements of Rule .1408 and the permit
application.
20. Fires must be reported to the regional environmental senior specialist with 24 hours of the occurrence, followed
by a written report of the details of the fire within 10 days of the occurrence.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

21. The sample collected for metals analysis is to be a composite sample from subsamples accumulated from each
batch produced during the six-month period, or 20,000 tons of compost produced, whichever comes first.
a. The sample collected for pathogens testing should not be collected and held over a six-month period. The
sample should be collected as a composite sample from finished compost onsite on the same day it is to
be taken to the lab for analysis. The sample should be processed within the hold time required by the lab
testing procedure
22. The odor management procedures must be followed to minimize odors at the facility boundary, as described in
the approved operating plan. Upon receipt of an odor complaint, the facility operator must investigate and take
action as necessary to minimize the cause of the complaint. A copy of all written complaints regarding this facility
must be maintained for the duration of the permit including the operator’s actions taken to resolve the complaints.
23. Trash and unacceptable wastes received at the site must be stored in containers and promptly removed from the
site for proper disposal.
24. Effective vector control measures must be applied to reduce the potential for vector attraction, as needed.
25. An annual report of facility activities for the fiscal year July 1 to June 30 must be submitted to the Section by
August 1 of each year on forms provided by the Section. This report must include the amount of materials
received and composted in tons, and temperature records.
26. Copies of permit, the approved operation plans, and all records required to be maintained by the permittee must
be maintained at the facility, or another site approved by the Section, and made available to the Section upon
request during normal business hours.
