On behalf of Rowan County, Golder Associates NC, Inc. (Golder) is submitting this 14-Day Notification as
requested by the North Carolina Department of Environmental Quality (NC DEQ) and/or as required by North
Carolina Solid Waste Management Regulation (NCSWMR) 15A North Carolina Administrative Code (NCAC) 13B
.1633(c)(1). The 14-Day Notification of Groundwater Protection Standard Exceedance(s) form is included as
Attachment 1.
Chromium at upgradient well MW-9 was reported above the NC 2L Groundwater Standard during the first
semi-annual water quality monitoring event conducted at the Rowan County active municipal solid waste (MSW)
landfill on January 15 — 16, 2019. Per the NC DEQ Solid Waste Section's June 5, 2018 correspondence, and the
September 9, 2016, guidance document, previously reported exceedances of groundwater protection standards
are not included in this notification. No additional action is warranted as this is an upgradient monitoring well.
Laboratory certificates -of -analysis will be submitted with the second semi-annual water quality monitoring report.
Unless otherwise directed by NC DEQ, Rowan County will continue monitoring the uppermost aquifer beneath
this facility in accordance with the requirements of the Detection Monitoring Program as outlined in Title 15A
NCAC 13B .1633. Further, we request that future exceedances of groundwater standards for upgradient
monitoring wells be exempt from 14-day notifications. The next compliance monitoring event for this facility is
tentatively scheduled for July 2019. If you have any questions, please contact the undersigned at 336-852-4903.
